Did the Mayor of Avanhard, Khrustovskyi, sign a memorandum with Saldo’s team?

Mayor of Avanhard Serhiy Khrustovsky signed a memorandum of cooperation with a public organization from the orbit of a former deputy of the Kherson City Council. What does Saldo and the Russian trace have to do with it?

The corresponding decision No. 4130-VIII was voted on at the last session of last year.

“Approve the Memorandum on interaction, cooperation, and partnership between the Avanhardivska Settlement Council of the Odesa District of the Odesa Region and the Public Organization «Unbreakable Country». On the surface, it seems like a positive step. On the NGO’s website, we see an emphasis on working with internally displaced persons, children, and youth. But the main thing is hidden in the registers.

The NGO “Unbreakable Country” was registered in Odesa in August 2022. Literally two months later, Anastasiya Yavorska became its head. Then she was replaced by Amina Mazur, and recently the organization was headed by Nataliya Petrenko. What connects all these ladies? One person - Anton Khmara, a former deputy of the Kherson City Council.

According to data from the Kherson City Council, a girl with the same name, patronymic, and surname was his assistant.

And here’s the coincidence: she was replaced in the same NGO by Amina Mazur, the daughter, judging by the declaration, of a deputy with whom Khmara worked in an inseparable tandem.

And the current head of the NGO, it seems, according to the declaration, is the wife of Mr. Khmara himself.

If we discard the option of a coincidence with the probability of winning the jackpot in the lottery, we can confidently assume that “Unbreakable Country” is a organization very close to the former deputy. So who is Anton Khmara?

He was elected to the Kherson City Council twice. In 2015 from the “Opposition Bloc”, in the last local elections - from “OPFL”. The media even call him the nephew of another Kherson politician - Dmytro Bolbot. Moreover, Khmara himself was unofficially considered either the editor or the owner of the local website “Kherson Visnyk NEW”, which was funded by his uncle. This resource even before the full-scale invasion had a rather dubious editorial policy. With the arrival of the Russians, the site completely aligned with the machine of Putin’s propaganda.

Dmytro Bolbot himself is a business partner, close friend, and associate of collaborator Volodymyr Saldo. Moreover, in their schemes, investigators noticed Anton Khmara directly.

Together with Saldo, Bolbot swore allegiance to the occupiers, received a Russian passport, and a position. And later, a suspicion from the SSU for state treason.

Overall, Mr. Khmara was considered a new generation of the pool close to Volodymyr Saldo’s group of influence. Thanks to patronage, he got into the leadership of the “juiciest” land issues commission. His associate Olena Mazur headed the improvement inspection. With the start of the full-scale invasion, this tandem of “oppositionists” went into hiding. Later, they left the ranks of the banned “OPFL”, and in 2024, they completely resigned their deputy powers. According to media reports - both families of the ex-deputies moved to Odesa and have already settled in quite well.

In one of the materials, colleagues found an Odesa apartment registered to Khmara’s wife, where he re-registered his legal business. Ms. Petrenko herself works at the University of Internal Affairs.

The move from Kherson was much easier for the deputy’s family than for most IDPs. Colleagues have already written about successful tenders. For example, Khmara provides services to the Odesa City Center for Providing Free Secondary Legal Aid.

Considering that Khmara and the mayor of Avanhard are essentially colleagues (both before moving to Odesa dealt with the distribution of state land), the new memorandum could turn into something much bigger than help for displaced persons. But the main questions are different.

Does Mr. Khrustovsky share the political-ideological views of his new comrade? How does he view Khmara’s collaborationist entourage, including family? And won’t this become the beginning of indirect shadow investments in Avanhard’s booming real estate market from Ukraine’s traitors?
