Forgot about children, BMW, and debts: Deputy Director of a defence plant in Lviv, Zeytlin, faces criminal charges over declaration

The NAPC has completed a full verification of the declaration of the First Deputy Director of the State Enterprise of the Ministry of Defence of Ukraine "Lviv Prefabricated Structures Plant" Ihor Tseytlin and identified inaccurate information amounting to 4.54 million UAH.

The verification established that the 2024 declaration does not include Ihor Tseytlin’s passport for international travel (issued in 2019), the unique record number in the Unified State Register, does not mention two minor children (Artur and Viola, born in 2013), and does not include the international travel passports of his wife and daughter Karina.

In addition, inaccuracies regarding real estate were found: the registration numbers of several properties in Lviv (an apartment, a garden house, a non-residential premises, a land plot) were not indicated, and the owners were incorrectly specified (some properties belong to his wife or daughter).

Inaccurate data about vehicles was also identified: the year of manufacture of a Chrysler Cherokee was incorrectly stated (1980 instead of 1990), and the owner of a BMW X6 (daughter Korina) was not specified.

Tseytlin did not declare bank accounts in several banks ("Oschadbank", "Ukreximbank", "PrivatBank", "Universal Bank", "Ukrsibbank", "Raiffeisen Bank", and others) that belong to him and members of his family.

The official did not declare financial obligations: a loan of 95,000 USD (≈ 3.99 million UAH) owed to one individual and a debt of 13,000 USD (≈ 546,000 UAH) under a promissory note dated May 13, 2022. This is confirmed by the decision of the Zaliznychnyi District Court of Lviv dated January 30, 2025, and the ruling of the Lviv Court of Appeal dated December 1, 2025.

The NAPC concluded that the submission of inaccurate information amounting to over 4.54 million UAH constitutes signs of an offense under Part 1 of Article 366-2 of the Criminal Code of Ukraine (submission of inaccurate information in a declaration).

The accuracy of the asset valuation was deemed appropriate. No conflict of interest, illicit enrichment, or unjustified assets were established.

The NAPC has obliged Ihor Tseytlin to submit a declaration with accurate information, informed him of the verification results, and published a report. The materials may be transferred to law enforcement agencies to address the issue of criminal liability.
