ARMA has recorded the illegal use of the house of fugitive ex-minister Zakharchenko in central Kyiv, where the figure in the "Midas" case, Herman Halushchenko, resided

The National Agency for the Search and Management of Assets (ARMA) has detected the illegal use of seized property — a residential house in the center of Kyiv, known as Zakharchenko’s house. 

This concerns one of the properties belonging to the former Minister of Internal Affairs of Ukraine, Vitaliy Zakharchenko, accused of state treason and hiding in Russia. 

On April 1, 2026, during an inspection of the asset transferred to ARMA’s management in accordance with a court decision, it was discovered that strangers were in the house, using it based on a so-called sublease agreement. This «agreement» has no legal force, as the property is seized and transferred to the Agency for management with a prohibition on transfer to third parties.

Therefore, this constitutes a deliberate violation of the court decision and illegal use of seized property.

The discovered circumstances contain signs of a crime under Article 388 of the Criminal Code of Ukraine — illegal actions with property on which an arrest has been imposed.

ARMA has notified law enforcement agencies and ensured the entry of data into the Unified Register of Pre-Trial Investigations for prompt response.

The Agency emphasizes: any attempts to illegally use seized assets will be decisively stopped, and the guilty persons will be brought to responsibility.

After eliminating the violations, ARMA guarantees the legal management of this property in the interests of the state.
