Elite cars for pennies and "extra" cash: over 17 million hryvnias in violations found in declaration of former Ukrtransbezpeka official Rudenko

NACP has detected inaccurate information in the declaration of former acting head of the department of Ukrtransbezpeka in Vinnytsia region Andriy Rudenko amounting to over UAH 17 million.

Rudenko failed to declare a garden house with an area of 10.7 m² and the land plot under it (868 m²) in Ivano-Frankivsk, which became his property on 02.05.2024 (after the death of his parents). According to the conclusion of the Kyiv Scientific Research Institute of Forensic Examinations, the value of the house could have amounted to UAH 80–90 thousand. NACP qualified this as inaccurate information in the amount of UAH 80 thousand. 

In addition, information about an apartment in Ivano-Frankivsk (jointly owned with his wife) was incompletely reflected, and the date of acquisition of rights to the land plot was incorrectly stated.

- Mercedes-Benz E43 AMG (2017) was declared as available at year-end, although the car was sold in June 2024.
- Mercedes-Benz GLB 250 (2022), registered to his wife, was also purchased and sold in 2024, but was declared as available.
- Additionally, insurance for a Skoda Superb was found to have been taken out before its registration.

Rudenko declared cash in the amount of: UAH 1.71 million, USD 203 thousand, EUR 78.5 thousand, and another EUR 49.8 thousand. At the same time, an analysis of income and expenses for 2024 showed that the declarant did not have the financial capacity to accumulate such funds. The difference between the declared assets and actual possibilities amounted to UAH 16 million. 

BMW 540i xDrive (2020) was purchased under a contract for UAH 530 thousand; however, according to expert conclusions and market listings, the value of the car at the time of purchase could have exceeded UAH 2.1 million.
Land Rover Range Rover Evoque (2020), registered to his wife, was declared at UAH 49 thousand, whereas its actual value is about UAH 1.7 million.

Income from unidentified sources in the amount of UAH 1.3 million was not indicated. 

According to the NACP conclusion, Rudenko provided inaccurate information amounting to UAH 17.2 million. This qualifies as signs of an offense under Part 2 of Article 366-2 of the Criminal Code of Ukraine.
