The richest MPs of Ukraine: what exactly the people’s deputies declared for 2025

Analysts from the YouControl R&D center analyzed the declarations of people’s deputies for 2024–2025 and identified which MPs of the 9th convocation declared the highest incomes. The study covers representatives of all factions and deputy groups of the Verkhovna Rada. YouControl specialists also assessed the dynamics of the incomes of the people’s deputies compared to the previous year and determined their connections with corporate groups. How did we calculate?

YouControl specialists examined data from the Unified State Register of Declarations of persons authorized to perform functions of the state or local self-government (Register of Declarations). Specifically: Section 11 “Income, including gifts” and Section 12 “Monetary assets”. The calculation of total income and monetary assets included indicators for both the people’s deputies themselves and their family members. 

As of 08.06.2026, the Verkhovna Rada has 390 people’s deputies. Of these, 11 parliamentarians do not have published declarations for 2024-2025. Another 3 new MPs did not submit declarations for 2024. 

Faction “European Solidarity”

The total income of members of the “European Solidarity” faction in 2025 amounted to UAH 4.1 billion, which is about 68% of the total income of all members of parliament. 98% of the faction’s total income and more than 66% of the income of all current people’s deputies are the incomes and monetary assets of Petro Poroshenko. The largest component of Mr. Poroshenko’s income is dividends from the Swiss company Sequent Schweiz AG (UAH 824.4 million). His income also includes a large amount of interest received and redemption of bonds of foreign companies. In 2025, the MP’s wife Maryna Poroshenko received from him a “Gift in non-monetary form” in the amount of UAH 988.7 million. Since 12.02.2025, Petro Poroshenko has been under NSDC sanctions and is one of the key persons of the corporate group “Ukrprominvest”. He also has the largest amount of declared monetary assets among all current MPs — UAH 5.38 billion.

Second and third places in terms of income among members of the “European Solidarity” faction are held by Oleksii Honcharenko (UAH 10.8 million) and Andrii Lopushanskyi (UAH 7.6 million). The main part of the declared income of these parliamentarians comes from the incomes of their family members. Oleksiy Honcharenko’s wife received income from entrepreneurial activity in the amount of UAH 7.6 million in 2025, while Lopushanskyi’s wife received UAH 6.6 million.

Faction “Servant of the People”

The total income of members of the “Servant of the People” faction in 2025 amounted to UAH 762.7 million, which is 10.5% more than a year earlier. Income growth was recorded for more than half of the faction’s deputies — 133 people’s deputies. The top three in terms of total income among “Servants of the People” in 2025 are as follows: Andriy Herus — UAH 95.5 million. The lion’s share (79.3%) of this amount comes from “Income from redemption of domestic government bonds”. In 2025, the MP’s income increased by almost 36% compared to 2024. Mr. Herus is a key person of the corporate group “Group of the Herus Family”; Ruslan Horbenko — UAH 31.1 million, which is almost 9 times more than in 2024. The main growth was ensured by dividends from LLC “INTERHUMA-2010”. The company is part of the corporate group “Group of the Horbenko Family”, and the MP himself is its key person; Zhan Belenyuk — UAH 29.69 million. This is more than UAH 11 million higher than the previous year’s figure. The main part of the income, namely UAH 24.3 million, was the redemption of domestic government bonds.

Deputy group “Party ‘For the Future’”

The total income of the deputy group “Party ‘For the Future’” in 2025 amounted to UAH 309.2 million, which is 62% less than in 2024. At the same time, in 11 out of 18 of its members, income for 2025 exceeded the previous year’s figure. The overall reduction in the income of this deputy group was largely due to a decrease in the income of its wealthiest representative — Stepan Ivakhiv, who declared UAH 512.5 million less than a year earlier. Mr. Ivakhiv’s income in 2025 amounted to UAH 72.3 million. Mr. Ivakhiv also declared the largest amount of monetary assets among all members of his deputy group — UAH 714.2 million. Second place in terms of income in “For the Future” is held by the key person of the corporate group “Epicentr” Oleksandr Hereha (UAH 55.6 million). Third place in terms of total income in 2025 was taken by Ivan Chaikovskyi — key person of the agroholding “Agroprodservice”. His declared income is UAH 43.4 million. Almost 88% of this amount comes from dividends received by his wife Tetiana from PAP “AGROPRODSERVICE”.

Deputy group “DOVIRA”

The total income of members of the deputy group “DOVIRA” in 2025 amounted to UAH 276.4 million, which is almost 16% more than in 2024. The highest income among the 19 members of this deputy group was declared by Borys Prykhodko (UAH 172.6 million), Andrii Kit (UAH 18.5 million) and Oleh Kulinich (UAH 11.8 million). The main components of Mr. Prykhodko’s income in 2025 were: investment profit from LLC “IC ‘SVITINVEST’” (UAH 58.7 million), income from alienation of securities and corporate rights in the amount of UAH 22.3 million, and income from redemption of domestic government bonds (almost UAH 82 million). Mr. Prykhodko also has the largest amount of monetary assets among all members of the “DOVIRA” deputy group (UAH 96.3 million).

In 2025, Andriy Kit became the leader in terms of income growth rates among all members of the “DOVIRA” deputy group. His total income increased 7 times compared to 2024. The main factor of growth was income from alienation of real estate received by his wife Mariia, totaling UAH 11.9 million. 

Deputy group “Platform for Life and Peace”

Members of the deputy group “Platform for Life and Peace” received more than UAH 189 million in income based on the results of 2025, which is almost 18% more than in 2024. Hryhorii Surkis, who ranked third in 2024, gave way to Serhii Liovochkin with an income of UAH 33.2 million based on the results of 2025. Yurii Boiko and Vitalii Bort swapped places in the income ranking. Mr. Bort took first place with an income of UAH 49.6 million, while people’s deputy Yurii Boiko took second place with UAH 42.8 million. In fact, Mr. Surkis declared the largest amount of monetary assets among all members of this deputy group — UAH 688.3 million. The main part of the declared income of Vitalii Bort in 2025 comes from dividends received by his wife Olha from LLC “UBK RESURS” (UAH 25.9 million) and LLC “UKRAINIAN DRILLING COMPANY” (UAH 14.5 million). The Bort couple are key persons of “Group of the Bort Family”. The amount of monetary assets indicated in the declaration of MP Vitalii Bort as of 2025 is UAH 457.5 million. Serhii Liovochkin is the leader among members of the “Platform for Life and Peace” deputy group in terms of income increase in 2025. His income increased by UAH 21.7 million. This growth occurred mainly due to an increase in dividends from the foreign legal entity Brove Holdings Limited. Mr. Liovochkin is a key person of “Group of the Liovochkin Family”. 

Faction “Batkivshchyna” 

24 people’s deputies who are members of the “Batkivshchyna” faction declared a total income of UAH 134.6 million for 2025. This is 20% more than in 2024. The most financially successful year of 2025 was for Kostyantyn Bondaryev from “Veles Group”, a related person to “Group of the Krulko Family” Ivan Krulko (UAH 13.8 million) and Volodymyr Kabachenko (UAH 8.2 million). Despite a relatively low level of income, Anzhelika Labunska ranks second in the faction in terms of monetary assets — UAH 145.3 million. The leader in this indicator is the head of the “Batkivshchyna” faction Yuliya Tymoshenko with UAH 210.8 million declared.

Non-factional

20 non-factional deputies in 2025 collectively declared UAH 126.4 million in income, which is UAH 7.7 million less than in 2024. First place with an indicator of UAH 68.7 million was taken by Olena Kondratyuk, who was second among non-factional deputies in 2024. Second and third places in 2025 were taken by Dmytro Razumkov (UAH 9.1 million) and Viktor Baloha (UAH 8.7 million). Dmytro Razumkov and Olena Kondratyuk also declared the largest amounts of monetary assets among non-factional MPs — UAH 172.6 million and UAH 74.6 million respectively.

Deputy group “Ukraine’s Recovery”

The total income of members of the deputy group “Ukraine’s Recovery” in 2025 amounted to UAH 84.8 million, which is almost 35.8% less than in 2024. The largest reduction in hryvnia equivalent (-UAH 41.4 million) was recorded for Vadym Stolar, key person of the corporate group “Group of the Stolar Family”. At the same time, he remains the leader of “Ukraine’s Recovery” in terms of income with an indicator of UAH 44.3 million. Second and third places were taken by Valerii Hnatenko (UAH 6.9 million) and Roman Ivanisov (UAH 6.1 million). In addition to the highest level of income among members of the “Ukraine’s Recovery” deputy group, Mr. Stolar also declared the largest amount of monetary assets in 2025 — namely UAH 1.1 billion, which is more than half of the total amount of this indicator in the deputy group.

Faction “HOLOS”

The total income of 18 deputies from “HOLOS” in 2025 amounted to UAH 75.2 million, which is 78% more than in 2024. The total amount of monetary assets of members of this faction also increased by UAH 12.4 million. The top three “HOLOS” leaders in terms of total income in 2025 are: Yuliya Sirko (UAH 14.1 million), Roman Kostenko (UAH 11.2 million) and Nataliya Pipa (UAH 9.2 million). Ms. Sirko’s earnings increased by 73%. This was due to income received from the alienation of movable property of her husband in the amount of UAH 4.2 million, as well as an increase in his income from entrepreneurial activity. Yuliya Sirko declared the largest amount of monetary assets among her faction colleagues in 2025 — namely UAH 32.7 million. Roman Kostenko’s income in 2025 increased more than 5 times through the alienation of movable and immovable property. The MP also gave his wife UAH 2.9 million.
