"Unknown" apartment and cheap cars: what was discovered in the declaration of the MIA official from Kremenchuk Orobchenko

Administrator of the territorial service center of the Ministry of Internal Affairs in Kremenchuk, Yevhen Orobchenko, published his declaration for 2025. In it, he indicated a residential house, an apartment in Kremenchuk, a Jeep Cherokee car, and a significant amount of cash. At the same time, most of the property is not registered in his name.

The information became known from the declaration he submitted.

Yevhen Orobchenko holds the position of administrator of the Service Center of the Ministry of Internal Affairs No. 5342 in Kremenchuk, which is headed by Valeriy Lobanov. Earlier, the media reported on Orobchenko’s possible involvement in corruption schemes.

For 2025, the official declared an income of UAH 461,600, which consists mainly of wages.

In the declaration, Orobchenko indicated two real estate objects; however, he did not specify the area of either of them.

The first object is a house in the urban-type settlement of the Onufriivka community of Kirovohrad region. It was purchased in October 2020. Orobchenko himself only has the right of use (registered place of residence), and Talat Ilona is listed as the owner. Previously, she identified herself as a credit specialist and lecturer at the Department of MAUP. Her husband was Oleksiy Talat, who until 2022 worked as an inspector at the Kremenchuk Correctional Colony.

The second object is an apartment in Kremenchuk. Orobchenko also only has the right of use, and the owner is not specified in the declaration (listed as “Unknown”). The declarant’s son, Danyil Orobchenko, has the right of residence in the apartment. The official is divorced from his wife, who is a lawyer, so the apartment probably belongs to her. Thus, neither of the real estate objects is registered directly in Orobchenko’s name.

As for vehicles, since October 2024 Orobchenko has been using a 2016 Jeep Cherokee. The declared value of the car is UAH 400,000. Pokutnya Olena is listed as the owner of the car, while Orobchenko only has the right of use.

Until July 2025, the woman was an individual entrepreneur with KVED 47.11 (retail trade in non-specialized stores, mainly food, beverages, and tobacco products). She has now registered a new individual entrepreneur with the same activity—this is already her fourth such individual entrepreneur.

At the time of purchase in October 2024, the market value of such a car on the secondary market was usually UAH 450,000–550,000. Thus, the declared amount is somewhat lower than the average market value.

Also, in April 2025, Orobchenko purchased a 1993 Honda Lead moped for UAH 5,000.

In the declaration, the official indicated UAH 370,000 in cash. At the same time, his annual official income amounted to about UAH 462,000. That is, almost the entire annual salary is kept in cash form.

In addition, Orobchenko’s sister, Marharyta Orobchenko, works in the convoy service battalion of the Kharkiv police. Her declaration indicates a 2015 Ford Edge car, acquired in November 2020 with a declared value of UAH 48,000.

The real market value of such a car in Ukraine at that time ranged from UAH 300,000 to 450,000, depending on mileage and technical condition. Thus, the value of the car in the declaration is understated approximately 6–9 times compared to market prices in November 2020. Such a significant understatement may indicate an attempt to conceal the real value of the property.
