Fines, police and disappearance: how the head of Zhytomyr’s budget commission Moyseyev avoided punishment for lying in the declaration by 5 million

 Zhytomyr City Council Deputy Yuriy Moyseyev was released from criminal liability for inaccurate declaration — due to the expiration of the statute of limitations. The prosecutor’s office is appealing this decision

In 2024, the NACP audited the deputy’s 2022 declaration and found inaccurate data worth almost 5 million UAH. Since March 2025, the court has repeatedly summoned the deputy to hearings: it fined him twice (6,656 UAH each) for failing to appear, submitted requests for disciplinary action against both of his lawyers due to systematic absences, and in May even ordered the police to locate Moyseyev. Ultimately, the case was closed because the statute of limitations had expired. The prosecutor’s office is seeking to overturn this decision.

Moyseyev himself belongs to the “Propozytsiya” faction and chairs the city council’s budget commission. In April, while under investigation, he announced that he had sold his private house on Richkovyi Lane (on the site of the former boat station) and transferred all proceeds to the municipal enterprise “Zhytomyr Tram and Trolleybus Management” for bus repairs.
