Nearly $470,000 in cash and millions in his wife’s income: what Volyn’s chief criminal police officer Balyk declared

Deputy Chief of Police of Volyn — Head of the Criminal Police Serhiy Balyk — declared his wife’s income of almost 6 million hryvnias and over 470 thousand dollars in cash.

In 2025, Balyk declared a salary of 760,5 thousand hryvnias from the Volyn Regional Police and another 89,7 thousand hryvnias from the Kharkiv Regional Police.

The family’s main income was declared by his wife, Olha Balyk. From entrepreneurial activity she received 5,92 million hryvnias. In addition, she declared over 612 thousand hryvnias in income from leasing property (including from the charitable organization “Kharkiv Samaritans” and the representative office of the International Medical Corps in Ukraine).

In the declaration, the Balyk family listed a significant number of real estate properties. Serhiy personally owns a 2-hectare land plot in the village of Lyptsi, Kharkiv region. His wife owns two apartments in Kharkiv (163,7 m² and 42,52 m²).

The first apartment was purchased in 2016 for a declared value of 400 thousand hryvnias. The actual market value of such an apartment at that time was approximately 1,8–2,4 million hryvnias.

Son Roman Balyk owns a 113,4 m² apartment and a garage in Kharkiv, acquired in 2018 for declared values of 100 thousand and 50 thousand hryvnias respectively. The market value of these properties at the time of purchase was significantly higher — the apartment was worth approximately 1,4–1,8 million hryvnias, and the garage — 120–180 thousand hryvnias.

In 2025, the family rented a 71 m² apartment in the village of Lypyny, Volyn region, and a 118,1 m² residential house with a land plot in the village of Tarasove, Lutsk community. The wife also rents a 60 m² non-residential premises in Kharkiv.

The vehicles section lists two premium-class cars. These are a Toyota Camry Hybrid (2024), which Serhiy Balyk has the right to drive, and a Lexus RX 350 (2022), which his wife has the right to drive. The value of the property is not indicated. The market value of the Lexus RX 350 in 2024 was approximately 1,25–1,55 million hryvnias, and the Toyota Camry Hybrid 2024 — 1,35–1,55 million hryvnias.

Serhiy Balyk declared 58,9 thousand dollars in cash, while his wife declared 411,2 thousand dollars and 28 thousand euros. The family’s bank accounts hold approximately another 191 thousand hryvnias.
