After the TRC inspections in Zakarpattia, information attacks against the ombudsman have begun, – Lubinets

Parliamentary Commissioner for Human Rights Dmytro Lubinets announced information attacks against him, representatives of the Ombudsman’s Office, and regional representatives following monitoring visits to the TRC and SS.

According to Lubinets, after the detection of possible human rights violations and the detention of officials, instead of refuting the facts or eliminating the violations, campaigns to discredit the work of the Ombudsman’s Office have begun.

He paid particular attention to the situation in Zakarpattia. Lubinets claims that since 2023, his representatives have repeatedly recorded human rights violations and corruption risks there.

Separately, the Ombudsman raised the issue regarding the head of the Zakarpattia Regional TRC and SP. According to him, after the official’s dismissal, he was appointed acting head for 30 days, and this period was later extended. Lubinets also stated that in December 2025, the SSU conducted searches at the official’s premises and found significant funds, the origin of which, he said, requires explanation.

The Ombudsman announced that he would send appeals to the Prosecutor General, the Commander-in-Chief of the Armed Forces of Ukraine, the Ministry of Defence, the State Bureau of Investigations, the SSU, and the Ministry of Internal Affairs.

He demands large-scale inspections of the activities of the TRC and SS in Zakarpattia, a legal assessment of the activities of the head of the regional TRC, and checks of the work of district TRCs where violations were recorded during monitoring visits.

"If there are violations, there must be accountability," Lubinets emphasized.
