NACP found false data worth over 1 million hryvnias in the declaration of MIA official Strokach

NACP detected false information in the declaration of the Deputy Head of the Incoming Correspondence Registration Department of the Document Management and Control Department of the Apparatus of the Ministry of Internal Affairs Andriy Strokach in the amount exceeding 1 million UAH.

The verification was conducted from October 6, 2025 to January 23, 2026. Based on its results, the NACP established that Strokach declared inaccurate data totaling 1.06 million hryvnias.

The largest discrepancies concern the following items:

• a land plot belonging to his wife with an area of 1200 m² in the village of Zazymia, Brovary district (value at the time of acquisition — 150 thousand UAH). The asset was not reflected in the declaration, although the official personally notarized its purchase in 2018;
• a Tesla Model Y 2022 worth 662 thousand UAH, which has belonged to his wife since September 20, 2024. The vehicle was not properly declared, although Strokach himself used it and in January 2025 received a traffic fine for this exact car;
• monetary assets in accounts at Ukrgasbank, PrivatBank and Oschadbank totaling about 248.6 thousand UAH, which were not indicated as of the end of 2024.

In addition, a number of other inaccuracies were identified: incorrect data on the place of registration, information about family members (in particular, the existence of foreign passports of the wife and children), the type of ownership right to the apartment and the date of the transaction regarding another apartment.

The NACP did not verify the market value of the vehicle.

The official’s actions show signs of Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses (submission of knowingly inaccurate information in a declaration). The certificate was sent directly to Strokach and his management.
