Deputy Oleh Kirev failed to explain the origin of his wife’s $140,000 in cash

Deputy of the Tairove settlement council of Odesa district Oleh Kirev declared an additional 140 thousand dollars in cash to his wife Liliya Leonidivna. The politician explained this by the sale of two bitcoins, which the NACP did not detect.

Kirev submitted the declaration on September 23, 2025. The audit lasted from March 9 to August 20, and the deadlines were extended twice.

In the declaration, the wife indicated 180 thousand dollars in cash. Over the year, the amount increased by 140 thousand. Kirev explained this by the sale of two bitcoins but did not provide any documents. In the declarations for 2019–2023, these “two bitcoins” were recorded as shares of a foreign legal entity named “Bitcoin.” The NACP did not find any cryptocurrency in the family’s possession.

The agency explicitly stated that undeclared or fictitious cryptocurrency is a convenient “reservoir.” Today it explains the presence of cash, tomorrow — any large purchase.

The 2024 figures do not confirm such a source of income. After paying taxes, the deputy was left with 20 thousand hryvnias in rental income. The wife’s legal income, according to the NACP, amounted to 251 thousand hryvnias: insurance payments from “UNIKA” and “TAS” — 59 thousand, rent from Yefrosyniia Heorhiivna Kirieva — 11 thousand, son’s scholarship — 8 thousand, and the sale of three cars — 174 thousand. At the same time, during the same period she purchased two Volkswagen Golf cars for 130 thousand hryvnias. The subsistence minimum for a family with two children is at least 149 thousand hryvnias.

The agency’s conclusion: minus 9 thousand hryvnias. In addition, the couple reduced their joint cash in euros by 2 thousand. No legal source for the appearance of 140 thousand dollars was established. At the old exchange rate, this amounts to 5.89 million hryvnias.

Eight cars without VIN and “shares” of SkyWay

The wife is registered as the owner of eight passenger cars: three Kia K5 from 2016, one K5 from 2013, two Hyundai Sonata, and two Golf from 2006–2007. Their value ranges from 5 to 325 thousand hryvnias.

In the declaration, Kirev listed nine positions (“Kia,” “Hyundai,” “Toyota,” “Volkswagen”), but models, VIN codes, and dates are almost entirely absent — everywhere the note “family member did not provide information” appears. The deputy himself attributed this to the technical capabilities of the program and assured that there was no intention to conceal the data.

The tax service recorded individual sales in 2024: a 2016 Hyundai Sonata sold to Artem Ezoyan for 142 thousand, a 2015 Sonata to Bohdan Chekmaz for 20 thousand, and a 2007 Toyota Land Cruiser Prado to Natalia Mandazhy for 12 thousand. These incomes were not reflected in the declaration.

A separate line in the declaration indicates 648 thousand hryvnias in “shares” of SkyWay belonging to the wife since 2015. No documents are available — “they were not preserved.” The NACP notes that the NSSMC has long classified Yunitskiy’s string transport as a dubious scheme and does not consider it a security.

The real estate also does not match the register data. Kirev indicated a 164 m² apartment as jointly owned with his wife, although the register shows it registered solely in his name (valued at 363 thousand hryvnias). Two objects are listed as apartments, although according to documents they are non-residential premises of 57 and 47 m². A 276 m² house belonging to the wife is valued at 1.95 million hryvnias, and an 86 m² apartment at 1.30 million hryvnias. The land plot is almost 1.58 hectares. Most information about the real estate is marked as “family member did not provide information.”

Kirev understated the income from renting his own property by half: he indicated 12 thousand hryvnias, while the tax authority sees 24 thousand hryvnias from individual entrepreneur Vovzhanskyi.

The actions of Kirev show signs of a crime under Part 1 of Article 366-2 of the Criminal Code of Ukraine.
