Family income grew fivefold over the year: Deputy Head of the RSC of the Ministry of Internal Affairs Biletskyi declared 4 million hryvnias

Deputy Head of the RSC of the Ministry of Internal Affairs in Rivne, Volyn, and Zhytomyr regions Viktor Biletskyi declared a family income of 4 million hryvnias. At the same time, almost the entire financial leap was provided by the sole proprietorship of his wife Yulia, whose income over the year increased from 102.6 thousand to 3.23 million hryvnias.

Viktor Biletskyi is registered in Zhytomyr and actually resides in the village of Zarichany. In his declaration, he listed his wife Yulia Valentynivna and children Kyrylo, Arina, and Danylo. Despite holding a leadership position in a structure that serves three regions at once, Biletskyi marked «no» in the list of positions with high corruption risk compiled by the NACP.

And now — to the assets.

Since 2008, Viktor Biletskyi has been listed as the owner of farm buildings in the village of Kmytiv, Hlybochytska community, without any indicated value. These include a dairy block of 165.6 m², a cowshed of 762 m², and an artificial insemination point of 22.7 m².

In Zhytomyr, since 1998, there is a house of 112.4 m² owned by Mykola Biletskyi. Viktor himself only has «the right to registration».

In Zarichanyi, the family uses two land plots. The first — 1008 m² — belongs to Mykola Biletskyi, registered in 2019 and valued at 38.7 thousand hryvnias. The second — 1033 m² — belongs to wife Yuliya since 2021 and is valued at 332 thousand hryvnias.

In total, the family declared 4 million hryvnias in income, about 1.2 million hryvnias in bank accounts and cash, and 65 thousand US dollars. The family also owns two cars.

The Biletskyis also have business assets. Viktor holds a 33.3% stake in the agricultural partnership «Lyubystok», whose main activity is retail trade in food products. Additionally, a sole proprietorship is registered in Zhytomyr operating in the construction materials sector.

A separate issue is the dollars. They began appearing in declarations back in 2019. Over this period, the amount grew from 10 thousand to 65 thousand US dollars.

Biletskyi himself declared 788 thousand hryvnias in salary. And then the most interesting part begins: the main share of the family income came from his wife.

Yuliya Biletska reported 3.23 million hryvnias in income from entrepreneurial activity. Additionally, she received 12.6 thousand hryvnias in social payments from the Department of Social Policy of the Zhytomyr City Council and the regional Pension Fund, as well as 4 thousand hryvnias in «winter support» from the Cabinet of Ministers.

For comparison: in 2024, her sole proprietorship generated only 102.6 thousand hryvnias. Another 27.5 thousand came from social payments. The total family income that year amounted to 789 thousand hryvnias.

Over the 2025 calendar year, family income grew by 3.26 million hryvnias. And almost the entire jump was provided by Yuliya Biletska’s sole proprietorship — from 102.6 thousand to 3.23 million hryvnias. That is, roughly 31 times higher.

No less interesting is the automotive section of the declaration.

The first car — a 2021 Tesla Model Y. The wife registered it on March 8, 2024, and listed its value in the declaration at 400 thousand hryvnias.

At the same time, on the Ukrainian secondary market, a 2021 Tesla Model Y then and now costs approximately 22–27 thousand US dollars, with a median price of about 24.5 thousand US dollars. In spring 2024, this corresponded to roughly 850 thousand — 1.1 million hryvnias. Thus, the value declared in the declaration of 400 thousand hryvnias was 2–2.5 times lower than the approximate market value, assuming the car had not been in a serious accident and had a functional battery.

The second car — a 2025 Škoda Kodiaq, registered on September 1, 2025. Its value is not indicated in the declaration, as Viktor Biletskyi has the right of free use and driving without the right of disposal.

The owner of the car is Inga Kuchynska.

In autumn 2025, a new Škoda Kodiaq in Ukraine cost from 1.68–1.72 million hryvnias in the basic Selection trim. Typical trims cost about 1.7–1.9 million hryvnias, while Sportline and Individual trims cost 2.1–2.3 million. Thus, the market price of a new car started at approximately 1.7 million hryvnias.

In Biletskyi’s declaration — zero. Formally, everything is simple: the car belongs to someone else; the official only uses it.

But there is one more interesting detail.

In the 2024 declaration, Viktor Biletskyi already had the right to use a 2011 Toyota Camry, also registered to Inga Kuchynska. Its value was not indicated in the declaration. On the Ukrainian market, such a Camry costs approximately 6–10 thousand US dollars, or about 250–400 thousand hryvnias.

In 2025, the Camry disappears from the declaration. In its place appears a new Škoda Kodiaq — again from the same owner.

And one more touch: the expenditure section for 2025 is empty. It contains neither the purchase of the Tesla nor the appearance of the Kodiaq.

In summary, we have an official of the Ministry of Internal Affairs system who works simultaneously in three regions, whose family income grew by 3.26 million hryvnias over the year, whose wife’s sole proprietorship showed a 31-fold jump, tens of thousands of US dollars in savings, a Tesla with a declared value significantly below the approximate market value, and the replacement of someone else’s Toyota Camry with someone else’s new Škoda Kodiaq.

This does not automatically mean a violation of the law. However, such a declaration definitely deserves very close scrutiny by the NACP and the Internal Security Department of the National Police — primarily regarding the rapid growth in the wife’s sole proprietorship income and the use of expensive cars that formally belong to other people.
