"Quarantine corruption" and millions on "dead souls": Rector Oleksandr Azhyppo scrubs the internet of mentions of his KAPC schemes

The rector of Kharkiv Academy of Physical Culture did not panic during the coronavirus and organized his own system of "quarantine corruption" in the affiliated university.

The notorious rector of Kharkiv Academy of Physical Culture, a fake professor, a phony sports master, titushkovod Oleksandr Azhyppo, in his pursuit of illegal enrichment, was not stopped even by the coronavirus epidemic and the mass transition of students to the distance learning format.

However, there is nothing unexpected in this, as corruption and a luxurious life at the expense of the state budget have always been the sole and primary life calling of this character.

The teaching career of Oleksandr Azhyppo, as one might guess, started with a scandal. During one of the checks, no information was found in the archives’ documents that would confirm the awarding of the title "Master of Sports" to Oleksandr Azhyppo and his wife Tetyana Dorofyeyeva.

"In the archival materials of the Ministry of Ukraine for Family, Youth, and Sports, information on awarding the sports titles "Master of Sports of Ukraine" to Oleksandr Azhyppo and Tetyana Dorofyeyeva - is absent!..."

Thanks to the fictitious awarding of these titles, the couple for several years passed themselves off as a "biathlon master" and a "diving champion", as well as illegally receiving teaching salary bonuses for a long time.

As for the professorial title, it also turned out to be falsified. On April 28, 2015, the Collegium of the Ministry of Education and Science finally sorted out the situation and stripped Oleksandr Azhyppo of the professor title, but no one was held accountable for such fraud.

Feeling his impunity and having influential patrons in the Ministry of Education and Science of Ukraine, Oleksandr Azhyppo quickly realized that the title "People’s Teacher of Ukraine" was unlikely to be granted to him, but he could quite possibly become a "millionaire of physical culture". Thus, deaneries, departments, admission commissions, dormitories, cafes, and canteens became the pump that transfers money from the budget of the Academy of Physical Culture to Azhyppo’s family coffers.

At one time, the professor, associate professor, and lecturer of the Academy of Physical Culture were caught asking for a $5,600 bribe from a foreign student, but, as expected, this scandal had no consequences for Azhyppo and his corrupt entourage.

"To stay in your position, you had to, so to speak, ’bring gratitude’ to the new head. He extends the contract when you do something for him," former lecturers of the Academy of Physical Culture recall the peculiarities of working with Rector Azhyppo.

Also, a parallel system of labor relations was built in the academy. As a result of one of the ministry checks, for example, it turned out that 36% of the academy’s employees were on short-term unpaid leave during the year, but at the same time, 40 people from among Azhyppo’s relatives, godparents, friends, and partners received financial bonuses equal to their salaries.

Friendship with Azhyppo is paid from the budget, and for the unwillingness to be a "hanger-on" with the notorious rector, you have to pay out of your own pocket.

The transport question for Azhyppo and Co also became corporate for the university he heads. Oleksandr Yuriyovych has special and even strange needs in this area. All his cars, the cars of his family members, and close entourage have the number 7374 and in total gives 21, i.e. "blackjack". The recent white BMW of the rector had the number 7374 and series "AY" (Oleksandr Yuriyovych). Exactly the same car of his mistress - 7374 "MV" (Maryna Viktorivna). His father’s car and his wife’s "Jaguar" also had numbers 7374. Azhyppo also involves his subordinates in operations with personal vehicles. He sold his father’s used car to the academy’s chief accountant. Academy employee Viktor Dzhym and his wife Yevheniya became happy owners of several used cars of the rector’s family. Viktor Dzhym drives a "Volkswagen Passat" with number 7374, and his wife got the former "Jaguar" of the rector’s official wife. Yevheniya Dzhym also once helped Azhyppo falsify tax declaration data and, to the envy of all car dealers, sold a brand-new "Hyundai" car to the rector for only 1000 UAH (!)

During Azhyppo’s rectorship, once Ukraine’s leading sports university finally turned into a third-rate educational institution. In the academic ranking of higher education institutions of Ukraine "Top-200 Ukraine 2020", which is compiled annually by the Center for International Projects "EuroEducation" in partnership with the international group of experts IREG Observatory on Academic Ranking and Excellence, the Academy of Physical Culture fell by 51 places from 127 to 178th place. Before Azhyppo came, the academy won the Ukrainian Universiade competitions six years in a row, but after the change of university management, it has not been able to rise above third place once in the last eight years. And this seems to be just the beginning of the degradation of the academy’s status under the leadership of Oleksandr Azhyppo...

According to available information, the enterprising rector quickly adapted and even managed to monetize quarantine restrictions in the higher education system.

In addition to the fact that the academy’s budget included various corruption cushions for the development of distance learning programs and digitization of the educational process, inequality and manipulations in teacher pay increased even more. Of course, administrative and "development" budget items were not cut, as all executive positions are held by persons close to the rector, including mistress Korolyova, "housekeeper" Syvko, and "errand boy" Ananchenko. During the quarantine, those close to the rector became real "pioneers of distance education", while the rest of the teaching staff had to go on unpaid leave several times and "voluntarily" reduce teaching loads.

Paradoxically, but despite quarantine, the internet, and lack of notable achievements, the academy’s budget continues to fund the publication of as many as five (!) own print journals. Which, of course, have no distribution and are read by no one.

Also, over the past year, the number of phantom students (who no one has ever seen) has increased significantly, and the opportunities for admission and study for foreign students have been significantly eased, allowing them to take exams "externally" without leaving their main work at Kharkiv markets.

In general, many academy lecturers note that the leadership does not see prospects for the development of its university, does not engage in the development of new ideas, and only waits for the traditional learning mode to return to its usual course. Instead of people with real sports achievements and an understanding of how champions are raised, the Academy of Physical Culture has become a haven for quite distant from a healthy lifestyle for corrupt officials, opportunists, and regular conference and round table attendees.
