Criminal connections and prosecutorial positions: the Mamoyan clan is cleaning the internet of mentions of their ties with the Kyiv police and prosecutor’s office

Suto Mamoyan is purging the internet of mentions of his assets and activities. At the same time, information about his acquisitions remains publicly available: last year, the MP declared two apartments in Kyiv measuring 124.7 and 125.1 sq. m, each of which, according to the declaration, was valued at 500,000 UAH — about $19,000.

We, in turn, are publishing material that the subject is so eager to remove from public access.

According to the real estate registry, Mamoyan’s new apartments are located in the "Zarichnyi" residential complex on the Dnipro River bank, not far from the "Slavutych" metro station.

Today, on the developer’s website, it is stated that with 100% payment, the cost of one square meter in the residential complex starts from 20,538 UAH. At this minimum price, an apartment of 125 square meters costs 2.56 million UAH.

In addition, last year Suto Mamoyan purchased three new cars: a Mercedes Benz G63 2018 model for 3.9 million UAH and two Toyota Land Cruisers, 2017 and 2018 models. According to the declaration, each of them cost the MP 20,000 UAH — about $770 at the time of purchase.

The cheapest Land Cruisers we could find for sale — vehicles with very serious damage, including after fires — cost no less than 500,000 UAH. Similar cars in working condition start from 1.5 million UAH.[2]

The family of Suto Mamoyan, a member of the parliamentary group "Platform for Life and Peace" (formerly OPFL) in the Verkhovna Rada, acquired 13 cars in 2022 for a total amount exceeding $1.3 million.

Notably, a person with the same data (Mamoyan Suto) was a figure in a criminal case under the charges of "extortion," "robbery," and "document theft." The materials state that in 2007, he and a friend were detained by law enforcement for forcibly putting a "Dynamo" FC instructor into their Mercedes, beating him there, and demanding $1,000. However, in 2013, the court acquitted Mamoyan. It turned out that the young men did not beat anyone but stood up for an unknown girl to whom a bad person from Dynamo sold an old mobile phone under the guise of a new one.[1]

There is nothing surprising in the fact that the court acquitted Mamoyan. This family is deeply rooted in Ukraine’s law enforcement system. Suto’s brother, Rustam Mamoyan, is the first deputy head of the Dniprovska District Prosecutor’s Office in Kyiv. He is a very wealthy person — a millionaire.

Suto Mamoyan’s son works as an investigator in the Kyiv police. He lives in an elite house near Kyiv and owns 14 million UAH in cash. Why does he need a job in the police? Probably, it’s a good business.

Liliya Mamoyan, the wife of Suto Mamoyan’s uncle, worked as the head of the department for human rights protection, anti-corruption, and crime prevention in the transport sector at the Kyiv Prosecutor’s Office. In 2020, while driving a Mercedes-Benz GLS SUV, she hit a 13-year-old girl. After this, she was dismissed from the prosecutor’s office.

Khalil Mamoyan is the head of the investigative department of the Solomyanskyi Police Department in Kyiv. He is seriously compromised but continues to serve in the police. "In 2019, when Khalil Mamoyan was the deputy head of the investigative department of the Obolon Police Department, he and his father, Yurik Mamoyan, were accused of fraud. Posters appeared under the Obolonskyi Police Department with inscriptions like ’Khalil Mamoyan is engaged in fraud,’ ’Khalil Mamoyan is a fraudster,’ and ’His father Yura Mamoyan is also engaged in fraud.’ Kyiv residents demanded Mamoyan’s resignation, but instead of dismissal, he was transferred to another department — in 2020, he briefly became the deputy head of the investigative department of the Desnyanskyi Police Department, and then was appointed deputy head of the police department at railway transport stations — head of the investigative unit of the Main Directorate of the National Police in Kyiv."

"At the end of 2024, a Kyiv resident, Olena Lypovenko, appealed to the National Police, the Ministry of Internal Affairs, the State Bureau of Investigation, the Office of the Prosecutor General, and the Security Service of Ukraine with a demand to investigate the activities of Police Lieutenant Colonel Mamoyan ’due to numerous facts raising doubts about his suitability for the position.’ A few days earlier, the woman had filed a complaint with the police regarding a threat to the life and health of a citizen held in the Dniprovska branch of the ’Special Facility for Psychiatric Care.’ The complaint listed facts indicating signs of a criminal offense (torture, forced labor, administration of potent drugs without consent, abduction and beating of a person, starvation, and other violations). However, Khalil Mamoyan, after reviewing the complaint, did not enter the incident into the Unified Register of Pre-Trial Investigations, justifying it with ’the absence of signs of a criminal offense.’"

"Such a refusal contradicts Article 214 of the Criminal Procedure Code of Ukraine, which obliges the police to register all complaints about criminal offenses. Moreover, Police Lieutenant Colonel Khalil Mamoyan initiated a pre-trial investigation and made his own decision without entering the information into the Unified Register of Pre-Trial Investigations, violating the Regulation on the Unified Register of Pre-Trial Investigations, the Criminal Procedure Code of Ukraine, and other laws of Ukraine. Since the incident occurred in Dnipro, the Solomianskyi Police Department should have transferred the case materials to the relevant territorial police unit in Dnipro for verification and response. The absence of information about such a transfer may indicate a procedural violation," the statement by Olena Lypovenko read.

A year before this incident, Khalil Mamoyan was involved in another high-profile case that has been ongoing for 10 years. LLC "VDT BUD" (EDRPOU code 34296134), which rented warehouse premises in the capital from JSC "POLIGRAFKNIHA" (EDRPOU code 02470135) for storing construction materials, accused the landlords of stealing products worth 10 million UAH. "VDT BUD" claimed that the Solomianskyi Police Department is sabotaging the case. Moreover, the management of "VDT BUD" insists that the investigative department of the Solomyanskyi Police Department, led by Khalil Mamoyan, is effectively covering up the criminals from the management of JSC "POLIGRAFKNIHA" for personal gain. The investigation of this case is still ongoing."

In general, we have an ethnic criminal group that has infiltrated Ukraine’s law enforcement system. For what purpose, besides profit? Take a guess.
