SSU exposes leader of political force and former SES deputy head Averyanov in preparing terrorist attacks, arsons, and assassination attempt on activist

The Security Service of Ukraine has prevented a series of high-profile terrorist attacks, arson incidents, and a contract killing that were being planned in Ukraine.

As a result of a multi-stage operation, an ex-deputy head of the State Emergency Service and his accomplices were notified of suspicion; they had been preparing an assassination attempt on a civic activist.

The SSU also documented crimes committed by leaders of Chernihiv regional branches of well-known political parties. One of them, while hiding outside Ukraine, allegedly organized and financed terrorist attacks and arson in western and northern Ukraine, according to the investigation. Sources of “Anti kor” indicate that the individual is Oleh Averyanov. The other is Dmytro Nikitin, who heads the Chernihiv regional organization of the All-Ukrainian Union “Batkivshchyna” party.

It was established that members of the criminal group planned to blow up a construction crane near a residential complex in Chernihiv.

According to the organizers’ plan, after the explosion the crane was supposed to fall onto a nearby apartment building and civilian vehicles, which could have caused numerous casualties among local residents.

To carry out the crime, the suspects were recruiting perpetrators through their personal connections in criminal circles.

This was primarily handled by another leader of the group, who operated under the guise of a regional head of a well-known public organization.

At the same time, the perpetrators were unaware that every step they took was already being documented by Security Service of Ukraine officers.

As a result of preemptive actions, an operational combination was carried out that allowed undercover operatives to be integrated into the criminal group and simulate the explosion.

In this way, SSU officers prevented another terrorist attack — the bombing of a Territorial Recruitment Center (TRC) in the Prykarpattia region. Following instructions from the organizers, the “perpetrators” manufactured an improvised explosive device using plastic explosive and electric detonators, intending to throw it through a window of the administrative building.

With the assistance of the leadership of the TRC and the Ivano-Frankivsk Regional Border Guard Directorate, SSU officers managed to simulate an explosion on the grounds of the administrative building.

Afterward, according to the investigation, the former deputy head of the State Emergency Service ordered the bombing of the private homes of the chairman and two other judges of the Chernihiv Court of Appeal, who in 2024 had sentenced him to seven years in prison for car theft.

The former senior official also ordered an attack on a local activist. The target turned out to be a blogger from the Chernihiv region, whom the suspect instructed to shoot in the limbs with a firearm and douse with sulfuric acid.

As part of the controlled commission of the crime, the assassination attempt, as well as the terrorist attacks and arson, were prevented, and the organizers were notified of suspicion under several articles of the Criminal Code of Ukraine.
