Judge-homeless from Dnipro claims position of Director of the State Bureau of Investigations


As previously reported by Dnipro news, a competition for managerial positions at the State Bureau of Investigation began on May 10. Until June 8, all interested parties were submitting the necessary documents to the competition commission. After the commission processed the submitted documents, a complete list of candidates for the positions of Director of the State Bureau of Investigation and his deputies was published on the Cabinet’s website. 

The State Bureau of Investigation is a new law enforcement agency that will handle criminal investigations involving high-ranking officials, law enforcement officers, and judges.

One of the candidates vying for the position of Director of the State Bureau of Investigation is our fellow countryman, the former head of the Dnipropetrovsk District Administrative Court (from April 2014 to October 2015), and now an ordinary judge of the same court, Roman Holobutovskyi.

Even with a superficial acquaintance with this person’s profile from Dnipro news, one can draw one significant conclusion: Holobutovskyi is a living example of the social insecurity of a person working for their state.

According to asset declarations (2013, 2014, 2015), Judge Holobutovskyi is homeless (without a permanent place of residence). For at least three years now. Neither he nor his family members own any property. Not in ownership, not in use.

However, it should be noted that the lack of a roof over their heads doesn’t seem to significantly limit the Holobutovskyi family. They drive expensive SUVs. Holobutovskyi’s wife owns a BMW X1 from 2011 (worth 500,000 UAH used).

The judge himself prefers driving a Porsche Cayenne from 2013, valued at about one and a half million hryvnias (used).

The bodies of the State Fiscal Service, after checking Holobutovskyi’s declaration, did not find any undeclared assets and confirmed the accuracy of all the information provided. Consequently, the judge successfully passed the lustration check.

In light of the above, a number of reasonable questions arise. Why haven’t the decent incomes of the Holobutovskyi family allowed them to solve their housing issue yet? Could it be that a judge of the Dnipropetrovsk District Administrative Court, along with his family, lives on the street? Or perhaps, in the absence of real estate, the family’s expensive SUVs have become their home?

It would be very much appreciated if an acting judge and a candidate for the head of a new law enforcement agency would provide his comments on this publication in Dnipro news.

In addition to Holobutovskyi, there are three other residents of our city vying for managerial positions at the State Bureau of Investigation.
