Citizens of Ukraine will not be able to pay money on their own to receive protection from mobilization, explained MP Dmytro Natalukha.
The list of candidates will be determined not by the state, but by each individual employer. People’s deputies, together with entrepreneurs, plan to clarify the details of mobilization in Ukraine and reservation issues. Parliamentarians propose to exclude the state from the process of determining persons protected from conscription into the Armed Forces of Ukraine.
Chairman of the Economic Development Committee Dmytro Natalukha spoke about the details of the bill being prepared for consideration by the Verkhovna Rada on the Kyiv 24 portal.
Natalukha explained that today protection from mobilization in Ukraine is guided by two resolutions of the Cabinet of Ministers - No. 76 (January 27, 2023) and No. 45 (January 23, 2023). Both resolutions describe a procedure through which some Ukrainian companies were able to become “strategic” and protect employees. People’s deputies are proposing a bill according to which employers will not have contact with the state, which must recognize “strategicness” and “criticality.”
Instead, there will be a process that the portal’s journalist called “social injustice” and “payoff from the army.” Let us note that the Verkhovna Rada portal does not yet have the text of the bill on new possibilities for deferment during mobilization in Ukraine. There are only explanations from MPs in the media and the government portal.
Mobilization and reservation
The people’s deputy mentioned two Ukrainian companies that first received protection for workers, and then the Ministry of Economy canceled this. He explained that the companies met the criteria that the state defined in two resolutions of the Cabinet of Ministers on mobilization in Ukraine.
“These two structures were recognized as strategic according to certain criteria. And, of course, the population has a logical question: why did these companies suddenly turn out to be strategic,” the politician noted.
The parliamentarians’ proposal is to remove the state from the reservation process.
At the same time, employers will pay a certain amount of funds to the State Budget (20 thousand UAH per person per month) and will protect the most essential workers, Natalukha explained.
“For this purpose, we removed any criteria and put it solely at the discretion of the employer and actually made it impossible to pay for yourself. I understand that there will be counter-arguments regarding abuse. But the idea of economic booking is that it does not depend on your position or salary fees," he said.
The journalist noted that in such conditions, during mobilization in Ukraine, some businesses will be able to “buy off” all 100% of their employees. The head of the economic development committee did not explain how to assess this situation.
