Ukrainians who are employed in branches of non-governmental organizations are protected from conscription into the army, according to a government order. In addition, utilities and commercial enterprises are on the protected list.
The Cabinet of Ministers of Ukraine has reserved from mobilization all personnel of non-governmental organizations and enterprises that have foreign funding and are critical to the functioning of the economy. The list of 133 items includes institutions related to the USA, Germany, and France. In addition, you can find Ukrainian public organizations and commercial companies. The order of the Cabinet of Ministers approving this list was written on the portal of the Judicial-Legal Gazette (JUG).
Journalists of the portal received a copy of the order of the Secretary of State of the Cabinet of Ministers dated June 21, 2024 No. 75 from unspecified sources. The order amends another regulatory document concerning government decree No. 76 of January 27, 2023. The resolution describes the procedure for booking companies, organizations and institutions whose activities are important for Ukraine. As it turned out, a number of organizations and companies to which international institutions allocate money are especially important. They were called “critically important for the economy and the life of the population,” says the document published on the SSG portal.
The list includes several groups of organizations and companies in which 100% of workers received reservations from mobilization:
Special units of the UN, diplomatic institutions, representatives of donor, international, non-governmental organizations. The list indicates that they are associated with the US, Germany, UK, Canada, Belgium, etc. Ukrainian public organizations – 17 positions. Among them, for example, are the NGO "Public Network "Opora", NGO "Internews-Ukraine", NGO "Transparency International Ukraine". There is also the NGO "Institute of the Kyiv International School of Economics". Limited liability companies – more than 15 positions. If you take the first one on the list, LLC "ICY CONSULENT", then on the Youcontrol portal you can see that it is engaged in geodesy and is 80% owned by a company from Austria, and 20% by a citizen of Ukraine. There is also the UKRATOMPRIBOR CORPORATION, which supplies steam and conditioned air. International organizations and charitable foundations (for example, IBO "Eastern Europe Foundation"), National Center for Public Opinion Research (USA). Communal institutions - two positions.
