Quiet swamp of the Kyiv City State Administration: embezzlers, "dead souls," and evasion of mobilization

While the country collects penny by penny for the front’s needs, and TRC employees try by all means to replenish the empty trenches on the frontline, Kyiv officials are concocting schemes to help their friends and fellow countrymen evade mobilization, which as a pleasant bonus, also brings considerable income.

Recently, it became known that the deputy head of the Kyiv City State Administration, Kostyantyn Usov, through his protégé, director of the public utility company "Kyivparkttransservice," Yevhen Psyol, fictitiously employed two friends from Kryvyi Rih, Shapovalov H.M. and Shuba Y.S., from August 2022 to May 2023, who wished to secure deferrals from mobilization.

The side profit from this method of evading military obligation was receiving a salary, the amount of which for the two "dead souls" amounted to almost half a million UAH - quite a decent amount with which it would be possible to send about two dozen FPV drones to the front. Not to mention that the work of the two "dodgers" was never seen, although in the time sheets, marks were regularly placed opposite their names.

Naturally, after Yevhen Psyol was dismissed from his position, all their themes and schemes with Usov were cleaned up, and Shapovalov and Shuba were asked to leave the public utility company, but they did not air the "dirty laundry" to a wide audience so as not to cast a shadow on the deputy of Vitaliy Klychko.

But the truth will out, so, as it became known from law enforcement sources, on December 19, 2024, all three direct participants in the unlawful deal were informed by law enforcement officers of suspicion of embezzling budgetary funds under Articles 191 and 366 of the Criminal Code of Ukraine.

The official reaction from the leadership of the Kyiv City State Administration is absent, which is quite expected, since Klychko’s deputies, who so deftly cut up the city budget, are not allowed to be offended, especially for such a ridiculous reason: just half a million UAH. The budget of Kyiv clearly won’t suffer...
