The National Agency for Finding, Tracing, and Management of Assets (ARMA) has been entrusted with managing over 72,000 seized assets, of which 40% were in operation by mid-2024. The Agency also responded to criticism from the relevant committee of the Verkhovna Rada regarding unused assets.
This was reported by the head of the National Agency, Olena Duma.
"When we opened the Unified State Register of Seized Assets in July 2023, it contained 53,000 records of seized property within all criminal proceedings. As of today, it includes 374,000 records of seized assets, of which over 72,000 have been transferred to ARMA.
I should note that these figures are dynamic, as we receive 300 to 700 decrees daily, which are processed by the relevant department. The estimated value of these assets already exceeds 200 billion UAH," stated Duma.
According to her, it is difficult to name a more precise figure since Ukraine does not have a unified classifier that would allow integrating data from different documents attached to court decrees and could determine the value of an asset.
In response to a clarifying question about the percentage of already realized or transferred to other entities’ assets out of those handed over to ARMA by court decision, the head of the National Agency noted that six months ago, this share was about 40%.
"I heard ’interesting’ criticism from the profile committee of the Verkhovna Rada that 80% of seized assets are generally not in operation. My response is as follows. When we talk about the total number of 72,000 records of seized assets, six months ago we provided the committee with information that almost 40% of them are already in operation," emphasized Duma.
The ARMA head called the figure of 80% "manipulative," as it was taken from the report of the Accounting Chamber about the audit of the Agency’s work only for the period 2022-2024. Duma reminded that the agency only began its transformation process in July 2023.
