Several deputies of the Kyiv City Council, who were mobilized into the ranks of the Armed Forces of Ukraine, are being transferred to other places of service from Kyiv. The order signed by the Chief of the General Staff was reported on social networks by the deputy of the "European Solidarity" faction, Ihor Khatsevych.
Similar orders for the transfer of deputies Andriy Strannikov (faction "Udar") and Oleksandr Brodskyi ("Batkivshchyna") were reported by sources to LB.ua.
These deputies have been in the ranks of the Armed Forces of Ukraine since 2022, but unlike their military colleagues, they have practically not missed the Kyiv City Council meetings, regularly appearing at Khreshchatyk, 36.
Andriy Strannikov performs the functions of the first deputy chairman of the Kyiv City Council’s budget commission, actively participating in its work. He is an officer of one of the military units stationed in Kyiv.
Oleksandr Brodskyi heads the housing and communal services commission and conducts its meetings himself. He serves as a company commander in a Territorial Defence Brigade.
According to his fellow party member Oleksandr Pohrebyskyi, Ihor Khatsevych is currently fulfilling the duties of the director of affairs in the Kyiv City Council’s apparatus. He was one of the deputies whose service was under investigation by the State Bureau of Investigations (SBI) in 2023 regarding service evasion. According to the Bureau of Investigations, Khatsevych, his party member Oleh Levchenko, and the Udar deputy Mykhailo Terentyev were supposedly serving in a Territorial Defence Brigade but have actually been seconded to the Kyiv City State Administration since 2022. Meanwhile, they received monetary support in both places. The case was transferred to the court last May.
Khatsevych’s colleagues from "European Solidarity" now call the transfer order a political directive, comparing it to the arrest of faction leader Volodymyr Prokopiv, whom the Security Service of Ukraine (SSU) suspects of illegally taking conscripts abroad. Khatsevych himself says that the transfer does not correspond to his military experience, as he is an electronic warfare specialist.
Strannikov and Brodskyi have not publicly commented on their transfers. According to sources, it concerns service in the Zaporizhzhya direction.
Previously, there was also information that Andriy Strannikov is one of the candidates for the position of secretary of the Kyiv City Council, which is being discussed in Vitaliy Klychko’s "Udar" faction.
