The illegal market of electronic cigarettes causes annual losses to Ukraine’s state budget of about 5 billion UAH.
This was stated by the head of the parliamentary committee on finance, tax, and customs policy, Danylo Hetmantsev.
In 2025, not a single excise stamp for e-cigarettes was purchased, while in 2023, there were almost 7 million of them. The products are sold both online and in stores.
In addition to financial losses, the illegal market contributes to the spread of e-cigarettes among minors: every fifth teenager in Ukraine aged 12–15 uses them.
