The State Tax Service has announced the forced write-off of tax debts from Ukrainians’ accounts in an automatic mode. What does this mean?
The State Tax Service has reported the launch of a new system for collecting tax debts in Ukraine for everyone—both businesses and individuals. The main goal is to transition from paper instructions to electronic ones, accompanied by the testing of new software tools, as stated by the STS.
«The State Tax Service has developed and is currently testing software for more efficient handling of tax indebtedness. The new system provides for improved informational interaction between the STS, the Treasury, and payment service providers. This will ensure the automatic write-off of funds from debtors’ accounts in electronic form through the National Bank’s electronic payment system», — reported the State Tax Service.
Through the National Bank’s SEP — this means through the banking system.
Currently, fiscal authority employees use paper requests to banks to find out in which banks and how much money tax debtors have in their accounts, a process that takes weeks. Only after this does the actual collection of tax debts begin. However, with the introduction of the new automatic system, fiscal authorities will be able to perform automatic write-offs to settle tax debts. Such collections will be forced — they will be carried out without permission or even notification of citizens and companies. Moreover, they will be very fast: from the moment funds are detected to their write-off to the state budget, only a few hours may pass.
At the same time, the State Tax Service announced the development, together with the Ministry of Digital Transformation, of a new service in Diya, which will allow not only individual entrepreneurs (FOP) but also ordinary individuals to pay taxes through this state service.
«We want to create a new service for citizens regarding property taxes. So that everyone in Diya can check their taxable objects (real estate, land, cars), verify data, receive assessments, find out about debts, and, of course, pay taxes», — said Acting Head of the STS Lesia Karnaukh.
Currently, tax payments in Diya are available only for FOPs, although the fees for such services there are significantly higher than in banks. For example, paying the unified social contribution for the 3rd quarter of 2025 for an individual of the III group in the amount of 5280 UAH costs 73.92 UAH there. Meanwhile, in the state-owned "PrivatBank," it costs only 5 UAH.
