Tender manipulations by Lukyanchuk: Odesa Oncological Dispensary purchases drugs at inflated prices

Odesa Regional Oncological Dispensary conducts non-competitive tenders and sells overpriced medicines to its patients.

This is reported by the Odesa Gorodovoy telegram channel.

The oncological dispensary is headed by Oleh Lukyanchuk, who has repeatedly been involved in corruption scandals. "Oleh Lukyanchuk decided to steal boldly and wholesale — he has already conducted four tenders one after another for the supply of medicines, each of which was won by PE ’Sana Co’ of Oksana Koshel, who, together with Volodymyr Koshel, created the ’Sanapharm’ pharmacy network," writes Odesa Gorodovoy.

The total amount of the tenders is over 7.5 million hryvnias. Interestingly, the only competitor of Koshel’s company in each procurement was LLC ’Sofia’ from Velykyi Dalnyk. Through this firm, the Kharkiv pharmaceutical plant ’Health of the Nation’ owned by Russian businessman-’United Russia’ party member Aleksandr Shyshkin sells its products.

At the same time, the consistent winner of the tenders, PE ’Sana Co’, supplies the oncological dispensary with medicines at prices significantly higher than market prices. For example, the Indian drug ’Reditux’ is supplied by the company at a price of almost 3,000 UAH for 10 ml and 13,500 UAH per 50 ml vial. Meanwhile, in many retail pharmacies, this drug is much cheaper: 1,300 UAH and 10,600 UAH respectively. "As we can see from the price difference, a significant portion of these funds simply ends up in the pockets of Lukyanchuk and Koshel," writes the telegram channel.

It should be recalled that earlier journalist Anton Hura accused Lukyanchuk of covering for the "pharmaceutical mafia" operating in the oncological dispensary. According to the journalist, patients are forced to buy medicines at the dispensary’s pharmacy and hand them over to the nurse along with the receipt. Some of the drugs are later returned to the pharmacy, and the cash is divided among the pharmacy manager, the nurse, and the dispensary administration.

In the local elections on October 25, Oleh Lukyanchuk, along with his wife Vladlena Dubinina, ran for the Odesa Regional Council from the ’Victory of Palchevsky’ party.
