
Kharkov was prepared for defense according to the “Budanov plan” at least two to three weeks before the Russian invasion in the winter of 2022. Already on February 23, Kharkiv residents were given the first weapons.

According to the Chief of the Defence Intelligence of Ukraine Kyrylo Budanov, it was decided to transport cargoes of weapons to the city before the invasion to protect Kharkiv and the region from the Russians.
"Two or three weeks before the start of hostilities, our officers sent batches of small arms along with grenade launchers, of course, explosives, etc. to the city of Kharkiv to create a militia out of the local people. It helped," said Kirill Budanov, the head of the Defence Intelligence of Ukraine.
A military intelligence officer with the call sign "Vito" is one of the officers who implemented the plan to prepare for the defence of Kharkiv and admits that everything was planned in advance.
"My comrade, who is also a colonel, and I arrived in Kharkiv together before the full-scale invasion to prepare for the defence of the city and the region," he said.
According to ’Vito’, the plan to prepare for the defence of Kharkiv was called the ’Budanov Plan’.
"The commander called me and my colleague. And Budanov spoke. We got ready and went to Kharkiv. We loaded two cars with weapons and ammunition. We arrived in the city, made caches. On 23 February, I issued the first weapons to people," the officer recalls.
According to him, the number of volunteers who stood up to defend their city from the Russian invaders exceeded all expectations - the weapons brought were not enough.
"There was not enough ammunition, grenades, and RPGs. What we brought was designed for one number of volunteers, people who would take up arms. But Kharkiv residents proved to be quite different. We had to arm them," "Vito" added.
