
Volodymyr Havrylenko, a former deputy head of the Main Department of the State Tax Service in Kyiv, nicknamed ’Havrylo’, was investigated by the NACP.
The "Agency" revealed signs of illegal enrichment and declaration of false information in the amount of 25 million hryvnia.
In his declaration for 2021, the ex-official indicated that, together with his wife, during the reporting period they used an apartment and two parking spaces in the Pechersk district of Kyiv, the cost of which was unknown to him.
However, the audit established that these objects were purchased in 2021 by the father-in-law and mother-in-law of the ex-official for more than 16 million UAH, while their total income from confirmed sources since 1998 amounted to just over 1.7 million UAH. Contracts on behalf of the mother-in-law were concluded by the wife of the former official on the basis of a power of attorney.
During a full inspection, the declarant explained that the apartment and parking spaces were purchased by his father-in-law and mother-in-law with funds donated by his 88-year-old grandfather. We are talking about more than 20 million UAH.
In addition, the said grandfather allegedly gave the ex-tax officer’s wife another 5 million UAH, which was in the declaration in cash (USD 175 thousand).
Grandfather named savings from income received in the form of wages, sales of real and movable property, collections of ancient coins, icons and precious metals as sources of origin of more than 25 million UAH. However, he did not provide any documents confirming the fact of sale of property and receipt of income. “Havrylo” held the post of deputy head of the State Tax Service Main Directorate in Kiev in 2023.
Before that, in 2021, he was the head of the Internal Security Department of the Main Directorate of the State Fiscal Service in the Kyiv region.
