Ministry of Social Policy: Ukraine to abolish subsistence minimum, replacing it with "basic assistance"

The size of the new benefit, the minister noted, will depend on the composition of the family.

Ukraine is planning to introduce the so-called "basic social assistance" that should replace the subsistence minimum. This was reported on the "Rada" channel by the Minister of Social Policy Oksana Zholnovych.

According to her, the size of the new benefit will depend on the composition of the family.

She stated that the minimum subsistence level currently in effect in the country is not enough to meet a person’s needs. The assistance provided by the state does not take into account how a person actually lives.

"We want to move away from the subsistence minimum. Fines, official salaries, etc. are tied to this. It is very important for us to separate this," the minister said, noting that the amount of assistance will depend on the income and composition of a particular household.

Therefore, the Ministry of Social Policy proposes to introduce basic social assistance in Ukraine instead of the subsistence minimum, in which various payments will simply be combined.

For example, for people with disabilities, the minister noted, there are about a hundred different payments, and sorting through their list, according to her, is too difficult.

Therefore, instead of a large number of payments, only two will be introduced: for those who are temporarily faced with poverty, and a care payment if a person has already lost their ability to work.

Now, Oksana Zholnovych said, the relevant ministry is discussing the relevant draft law with central government bodies.
