The Verkhovna Rada approved a law on the creation of a unified register of servicemen, providing for electronic identifiers for the military.

254 deputies voted for the adoption of the legislative initiative No. 12066 "Regarding amendments to the Law ’On Military Duty and Military Service’ with the aim of creating and operating the Unified State Register of Servicemen, as well as other laws of Ukraine to improve the procedure for military accounting."

The law provides for the creation of a unified database of servicemen of the Armed Forces of Ukraine and servicemen of the State Service for Special Transport.

According to the document, the Unified State Register of Servicemen is an information and communication system that ensures the collection, storage, accumulation, updating, accounting, processing, protection, anonymization, and guarantee of the uniqueness of data records about servicemen.

It provides for the automatic assignment of a unique electronic identifier for clear identification of military personnel and use in information and communication systems, including on the State web portal of electronic public services in the field of national security and defence.

The register will store the following data about the military: surname, first name, patronymic, gender, date of birth, scanned facial image, tax identification number.

It will also store: the unique record number in the Unified State Demographic Register (if available), marital status and information about family members, information about issued military registration documents.

The law also provides for the introduction of a Military ID for data exchange without the use of personal data of servicemen.

The document ensures information interaction between the Electronic Health System and the Unified State Register of Conscripts, Military Obliged, and Reservists to obtain medical examination results conducted to determine fitness for military duty.

The data retention period in the register is 75 years from the date of the serviceman’s death.
