Oleh Averyanov - how to rob the state and become a deputy minister
Everyone remembers when the heads of the Ministry of Emergency Situations were taken out in handcuffs right from a government meeting. But were there any cardinal changes in power? Today’s Deputy of the State Emergency Service of Ukraine Oleh Averyanov has a criminal past, which, by the way, he does not even think of parting with. Moreover, he drags criminality and corruption into government bodies, benefiting from this and acquiring a mutual guarantee. The story about this official is worthy of a crime series.
What one guards, that is he owns.
Averyanov began his career with service in the Ukrainian army, or more precisely, in the Ukrainian Air Force. The salary of military personnel is small, and therefore Averyanov, instead of defending the Motherland, decided to sell it in parts, in which he was helped by the current people’s deputy and business partner Valeriy Dubil. The organized criminal group "Europe" headed by Dubil, associated with Russian bandits, literally looted the territory of a strategic facility of the Soviet military-industrial complex - the Priluki airfield, which is located in the Chernihiv region. And the members of this organized criminal group, headed by Dubil, were able to gain access to the air shield of the Motherland precisely with the help of officer Averyanov.
The looters were not interested in the secrets of aviation, everything was more banal: the huge defense complex was simply a mountain of valuable metals, which were already waiting abroad for currency. Averyanov and Dubil completely destroyed the entire infrastructure of this military facility, everything that could fall under the definition of "non-ferrous metal" and could be worth at least a few kopiyok was cut and destroyed. First of all, these were flight control systems, engineering support for the latest fighters. The country’s wings were seriously clipped, earning millions of dollars on this.
According to eyewitnesses, the robbers even dug up the cable that was lying 3-4 meters underground. When the non-ferrous and even ferrous metal ran out, the slabs from the runway and the airport taxiway were used. Without fear of the court, the investigation, or the people’s wrath, the accomplices laid out the courtyards of their own houses with these slabs and, so that the goods would not go to waste, the territory of the central market of the city of Priluki, which also belongs to Dubil’s group.
For the operation performed, Averyanov gets access to the affairs of the Europeans, and becomes a businessman. Now he is Dubil’s right hand, and the law does not apply to him. Well, and the fact that the plates turned out to be radioactive, so this is a mere trifle, sellers and buyers of the market will do not mind, and which is "gratis", it has no heaviness. With all this, it is important to verbally crush those who squandered the Ukrainian army. After all, Averyanov is a fellow party member of Oleg Lyashko.
How to Destroy a Factory and Get a Promotion
Averyanov starts selling fuel and lubricants through OOO Garant, receiving protection from Dubil and the "leading" group. But it was not limited to the trade of gas. This business worked in corruption schemes, when the real price was inflated many times over, and buyers fell into debt, and were forced to pay with their property. In this way, Averyanov helped the criminals to grow their economic muscles. And then Dubil’s team notices the Priluki plant Pozhspetsmash, which they had not covered at all. The plant, whose number of workers at the beginning of the 90s was about 4 thousand people, which was one of the main budget-forming enterprises of the region, was left out of privatization, since it produces something that the entrepreneur does not need - fire trucks. But the state annually buys these machines for the Ministry of Emergency Situations, and the purchases amount to millions. Well, why not to warm the hands? The Priluki plant "Pozhmashina" was a monopolist in the production of fire trucks in the USSR and remained so until 1998. Its products were exported to 29 countries. In the 80s, the enterprise annually produced about 3.5 thousand fire trucks and about a thousand water trucks.
According to the order of the Ministry of Emergency Situations of Ukraine dated June 3, 2004, the State Enterprise "Pozhspetsmash" was created on the basis of the plant’s production assets. However, until 2007 it remained without state orders, so the economic situation at the enterprise was not the best. Dubil’s group "Europeans" began a raider attack on the plant, namely, using corruption schemes, to bring the enterprise to bankruptcy, and then "grab" it at the residual price.
One of the directors of this plant is none other than Averyanov. On the one hand, the plant wins tenders for the supply of vehicles for the Ministry of Emergency Situations, which Averyanov proudly tells journalists. He becomes an adviser of the Minister of Emergency Situations and advises him on what to buy and at what price. Only in accordance with the Program for Providing Management Bodies and Units of the Ministry of Emergency Situations of Ukraine with Specialized Fire-Engineering Equipment in 2007, the enterprise was allocated 55.6 million UAH. This made it possible to manufacture more products than in previous years, eliminate wage arrears and reach a profitable level of work. But this money was pocketed, and in the first 9 months of 2008, the plant’s accounts payable increased from 7 million UAH to 24.9 million UAH. For example, the management of the enterprise refused to directly purchase inventory items from the state material reserve, which were stored at the enterprise and were unsecured. Why take what is cheap? The managers need to have their share! We buy all this from a private intermediary structure at almost twice the price.
In particular, the plant shipped large quantities of aluminum, cast iron and other materials to Rubus LLC for a total of about UAH 1.2 million, although their real market value was several times higher. Subsequently, machine-building equipment was purchased from commercial entities for a total of UAH 3.6 million, however, in fact, this equipment was not supplied to the enterprise at all: everything was only drawn up on paper with the aim of creating fictitious obligations of the state enterprise to commercial entities.
That is, the enterprise pays fabulous amounts of money for goods and services that it did not receive. And ends up in debt. At the request of the creditor - JSC "Ukrnafta" (Kiev), the Commercial Court of Chernihiv Oblast begins proceedings on the case of recognizing the debtor State Enterprise "Plant "Pozhspetsmash" as bankrupt due to the presence of outstanding debt in the total amount of 0.9 million UAH. This is despite the fact that the enterprise is allocated tens of millions of budget funds annually.
As a result of the intervention of the "Europeans", the court by its ruling approves the settlement agreement, which, contrary to the current legislation, was not agreed upon with the State Property Fund of Ukraine. The analysis of the distribution of property carried out in accordance with this settlement agreement, conducted by the law enforcement agencies of the Chernihiv region, clearly shows that during the bankruptcy procedure, in fact, a hidden privatization of the main part of the enterprise’s funds took place. At the same time, the more modern and more significant of the main production buildings (the main building, workshops No. 1, No. 2, the tool shop) were transferred to the private enterprise, and the state enterprise was left with the buildings built at the initial stage of the plant’s existence (the foundry, assembly shop No. 5, the woodworking shop), i.e. in the pre-war and post-war periods. "Thanks" to the activities of the new management, today the state enterprise of "national importance" lacks technological equipment, design and technological documentation for the manufacture of the main products, which are unique, and in addition, the main part of the production facilities has been lost. This logically led to the destruction of the technological cycle for the production of fire-fighting equipment and the shutdown of the enterprise.
Why "to saw" the plant? Elementary, Watson, we take the income for ourselves, and hang the expenses on the state. Dubil and Averyanov created companies, including one of the same name, OOO Pozhspetsmash. Later, with the participation of the management of the state enterprise, they re-registered the technical documentation for the production of special equipment at OOO Pozhspetsmash. Moreover, the price of this documentation was ten times lower than its real cost. Then Dubil and Averyanov re-registered the machines and other means of production to another company. Only empty premises remained at the state enterprise. And who needs them in the production area of the city of Priluki? Then, of course, it is necessary to hide the traces of illegal activity. For this purpose, a number of unprofitable contracts were signed: raw materials were bought expensively, sold cheaply. And as soon as a debt arose, they immediately went to court with a claim to declare the enterprise bankrupt and liquidate it. No enterprise, no problems! And now it is no longer a state enterprise that makes fire trucks, Mr. Averyanov invented them himself, built the plant himself, and helps the country as much as he can.
The current situation with the plant is as follows: after six years of Averyanov’s management of Pozhspetsmash, the enterprise does not belong to the state. It belongs to the Investment Company "Alliance", a Ukrainian company, which in turn belongs to the international company "Freelayinvestment LTD", registered in Belize. Now Belize supplies fire trucks to Ukraine. That’s how it is! Manufacturing them directly in the same place where they were made before. And when Averyanov says that he will do everything possible to ensure that domestic enterprises win tenders, he is lying, since Belize is far from Ukraine. But if Belize receives money from the production of fire trucks in Ukraine, then the native state does not. "Pozhspetsmash" under Averyanov’s management became a tax debtor. This is not enough. Averyanov took out a loan from Prominvestbank, a subsidiary of Putin’s "Vnesheconombank", and made the plant a guarantor. He did not repay the loan, the plant went bankrupt. The bank went to court, but who to sue? Averyanov is already in office and without him Ukraine will not buy the plant’s products.
As we said above, in reality, the plant is a couple of empty workshops, and all production is private. This is the scheme named after Mr. Koreiko. Remember when the postcard printing house became richer than the successful builduing enterprice. Koreiko would die of envy!
After all, Koreiko was afraid of criminal prosecution, but Averyanov is not afraid. All criminal cases on his activities are transferred to Priluki, to the police, the court, the prosecutor’s office. But here Averyanov has everything under control. The infamous throughout Ukraine chief of the Priluki police, Ruslan Krakhmilets, is known for raider seizures of local entrepreneurs’ businesses, throwing grenades and other "material evidence" on them. Krakhmilets owes his appointment to Averyanov. Needless to say, no one in Priluki can raise an eyebrow against Averyanov? And Kyiv officials incomprehensibly pass everything on there, saying that it’s a local matter, sort it out yourselves. By the way, the Priluki security forces and servants of Themis literally feed, that is, eat for free, in the Priluki restaurants owned by Averyanov.

Journalists caught the chief investigator of Priluki, Alexander Khvostenko, having such a meal. Khvostenko appointed Averyanov, and now he is feeding him. By the way, the restaurant also belongs to a company from Belize. That’s how interested Latin Americans are in catering in the Ukrainian hinterland! And Belize began to be interested in assets in Ukraine from the moment Averyanov became deputy minister. I wonder how many people in Belize know where Ukraine is at all? And where in Ukraine is Priluki? But now someone from Belize owns all of Averyanov’s assets. Who could it be?
And he throws her overboard...
Whoever it was, it was definitely not Averyanov’s ex-wife Evhenia. They lived together for 10 years and had two children. But then things didn’t work out. They started having conflicts in the family and decided to get a divorce. At first, the spouses agreed that Evgenia would keep the restaurant business, which she had been running for 6 years, and was its director and founder. Averyanov promised that he would leave behind an apartment and a car in addition to the restaurant. After the divorce, the husband flies off to a resort and abruptly changes his mind about the property.
The next morning the ex-wife wakes up destitute. She is no longer the restaurant director, her car is stolen, she has no home, no business. Gifts from her former loving husband and business partner (rings, earrings, etc.) also mysteriously disappear. Thus, a successful businesswoman turns into a homeless person.
Averyanov took the children to Kyiv and placed them in a Kyiv school. “He told my mother that he wanted to take everything, then I would crawl to him. And I would live only under his influence. But I did not humiliate myself, did not ask to take it back, I moved on. After all, I am not a kept woman, and I worked tirelessly for our business. And I have the right to my business and my children, and no one has proven otherwise to me. But Oleh wanted to break me as a thing and keep me for himself. And so, using his power, he continues to break me in a completely illegal manner. The guardianship council left the children to him because I had nothing left. He, without mincing words, accuses me of all sorts of sins, that I am bad, that I cheat and that it is impossible to live with me. But at the same time, he steals all my property. The business is squeezed out using false documents. The car is stolen. We find it, it turns out that it was registered with false documents. Everything is sewn with white thread. I still have the documents for the car. I have been fighting for 10 months. At the moment, I have managed to have the car taken away by the Ministry of Internal Affairs, but everything is also at a standstill there. The car was in the impound lot, then the judge passed a sentence and gave the car back to Priluki. This was done without my knowledge. At the moment, the car is at my husband’s enterprise and the one who stole it drives it. I go to the SBU prosecutor’s office, the police - here are the documents, my car was stolen, here it is, this car, give it back. And they tell me - "we’ll figure it out" and pass the case on to Averianova’s friends in Priluki," Averianova told journalists at a press conference.
He also takes the apartment that gave to his children. He changes the locks and makes an office there. An office for a company in which he is neither the director nor the founder. The apartment is under a lease agreement between Oleg and the company LLC "TPK "ALLIANCE-AGRO". The police say that the lease agreement is not notarized. That is, a high-ranking government official is secretly engaged in business. Watch his hands - a government official is taking an apartment from his children to engage in private business. Well, yes, Belize took every penny from him, he needs to earn money somehow.
Averyanov himself puts psychological pressure on his own children. According to Evhenia, at the trial the child said that he wanted to live with his mother, after which the "loving dad" threatened the girl that she would not get anything, that she was condemning herself to poverty. Then he hires a psychologist, pays him money, and he tells the child that she will have nothing, that her mother will bring a lover, and this lover will rape her. And the girl is only 10 years old! She flies out of the psychologist in hysterics. Judge for yourself, if a person is not stopped by the psychological trauma of his own children, he wants to break his ex-wife, steals her documents, car, jewelry, then what attitude will he have towards the state, towards the interests of ordinary citizens?

This luxurious mansion of a man who, according to him, never did business, but lived on one salary, and it is located in a former engineering battalion. It was Averyanov, with his accomplices, who liquidated the Priluki engineer battalion, the brain of the army, as unnecessary, and on the land in the center of the city of Priluki they built villas and luxurious palaces.
But events are developing rapidly. Averyanov’s office and home were searched. Today they are trying to write this off as unfair political struggle. But Averyanov is completely unknown to Ukraine as a politician, and has been known for a long time as a desperate corrupt official. He simply climbed higher and higher, and now it’s time to roll down the mountain.
