The judge of the Pechersk District Court, Svitlana Shaputko, who is hearing the case against General Yuriy Halushkin, defended her dissertation in 2018 under the supervision of the Deputy Head of the President’s Office, Oleh Tatarov.

"The judge was noted for refusing to recuse her colleague - another judge of the Pechersk Court - when she was considering the arrest of activist Roman Ratushnyi. In addition, Shaputko closed the case regarding the administrative offense of the former deputy of Andriy Yermak, Rostyslav Shurma. And in 2018, she defended her dissertation under the supervision of the Deputy Head of the President’s Office, Oleh Tatarov."

Shaputko rejected the lawyers’ motion for an open hearing and the recusal of prosecutors.

The hearing on the choice of a preventive measure is currently underway on the second suspicion of the general, which was announced after bail was posted.

She has been serving as a judge of the Pechersk District Court in Kyiv since 2015. In 2018, the judge defended a dissertation under the controversial Tatarov. During Yanukovych’s presidency, Tatarov was Deputy Head of the Main Investigation Department of the Ministry of Internal Affairs from 2011 to 2014 and one of the main spokespersons of the Ministry of Internal Affairs on Maidan issues. He publicly justified the actions of the security forces during the Revolution of Dignity. In 2020, Tatarov was notified of suspicion.

The judge also closed the case on the administrative violation of Yermak’s deputy head of the Office of the President, Rostyslav Shurma.

Among other things, Judge Shaputko in 2016 ordered the termination of the search for the former Minister of Ecology and Natural Resources during Yanukovych’s time, "regional" Mykola Zlochevskyi. In 2015, he was put on the wanted list on suspicion of illegal enrichment.

According to media reports, Zlochevskyi paid $100 million for closing the criminal case and unblocking assets in Ukraine.
