The cohabitant of the NAPC official declares a minimum wage to avoid paying taxes

The Chief Specialist of the National Agency on Corruption Prevention, Yuliya Tolkachova, who also declared an income at the ARMA in 2023 as the Head of the Normative Design Department of the Legal Support Administration of the Central Apparatus, annually declares the minimum salary of her cohabitant.

This became known to the media from the analysis of the official’s declarations for the years 2020-2023.

In 2020, Pylyp Vyhnan — the person who lives with the NAPC official — received a salary from LLC “Inkolans” amounting to 58,081 UAH. By the end of 2020, the minimum wage was 5,000 UAH, meaning his average monthly salary was 4,840 UAH.

In 2021, Pylyp Vyhnan earned 75,585 UAH from LLC «Inkolans». As of December 2021, according to the Law on the State Budget, the minimum wage in the country was 6,500 UAH. Thus, the average salary of Tolkachova’s cohabitant for 2021 was 6,299 UAH.

In the year of the full-scale invasion, Pylyp Vyhnan received a salary of 84,563 UAH. As of October 2022, the minimum wage in the country was 6,700 UAH. Therefore, in 2022, Pylyp Vyhnan averaged 7,047 UAH.

In the last declaration submitted by Tolkachova for 2023, Pylyp Vyhnan’s income was 87,840 UAH, which is an average of 7,320 UAH per month. In 2023, the minimum wage was 6,700 UAH.

According to the Ministry of Finance’s website data, in the first quarter of 2023, the average salary in the field of “Professional, scientific, and technical activities” was 20,853 UAH. Thus, Pylyp Vyhnan’s average salary in 2023 (7,320 UAH) was 2.8 times lower than the average in the field where LLC “Inkolans” operates. The most common way to avoid paying taxes and contributions on wages is to pay in envelopes. Part of the salary is paid unofficially, typically in cash, allowing savings on the payment of social security contributions. Under this scheme, employees are officially registered but receive a «minimum wage» according to documents.
