NABU and SAPO announced that as a result of the large-scale "Clean City" operation aimed at eradicating corruption in the land and budget spheres of Kyiv, they exposed and dismantled a criminal organization led by a media-famous former deputy of the Kyiv City Council.

This was reported by the press service of the National Anti-Corruption Bureau.

As EP reported, the National Anti-Corruption Bureau conducted investigative actions related to businessman Denys Komarnytskyi, who is referred to as the "watchman" of the capital.

The NABU’s message states that the criminal organization seized valuable land in the capital for development and took full control over the local government’s decision-making regarding land rights allocation.

Among the suspects are:

- former Kyiv City Council deputy and head of the criminal organization (Denys Komarnytskyi - ed.);

- deputy head of Kyiv City State Administration (Petro Olenych - ed.);

- head and member of the permanent commission of the Kyiv City Council on architecture, city planning, and land relations, current deputies of the Kyiv City Council (the head of the commission is listed as Mykhailo Terentyev - ed.);

- first deputy and deputy director of municipal enterprises;

- four other individuals.

Law enforcement officers detained 7 members of the criminal organization. In total, 10 people were notified of suspicion.

According to NABU, the scheme involved finding promising plots of land and registering ownership of non-existent constructions on these plots to controlled individuals. Subsequently, applications were submitted to the city council to grant them land ownership rights for servicing these constructions, which allowed them to avoid auctions.

Kyiv City Council deputies and KCSA officials ensured the adoption of decisions to grant the corresponding rights to land, for which they received illegal benefits in the form of money and real estate.

"At the same time, the adoption of such decisions was under the full control of criminal organization participants: ’necessary’ individuals received land rights, while others faced artificial obstacles and had to turn to criminal organization participants for assistance," the NABU statement says.

To conceal their activities, criminal organization members used special mobile communication terminals, pseudonyms, countersurveillance, and other actions aimed at evading responsibility, but this did not prevent the detectives.

"The decision-making center, particularly in the land sphere, moved from Khreshchatyk, 36 to another building, where issues were resolved with the participation of top city officials and other influential individuals," NABU explained.

According to the agency, as a result of the criminal organization’s activity during 2023-2024, land in the center of the city, worth UAH 11.6 million, was illegally withdrawn from the ownership of the territorial community of Kyiv, causing damage in this amount. Meanwhile, due to the timely actions of law enforcement agencies, the seizure of six more land plots in the capital with a total value of UAH 83.7 million was prevented.

"In addition, an attempt was exposed to force a private enterprise, through threats and artificial obstacles, to cease its legitimate activities of trading and leasing commercial premises in one of the districts of the capital with the aim of seizing the land plot of this enterprise for future development," the message states.

The investigation continues, with other episodes of criminal activity being established.
