
The suspect is the head of one of the municipal enterprises of the capital. The obtained fictitious disability helped him not only to avoid conscription but also to receive social benefits from the state.
Law enforcement officers established that the perpetrator, by influencing the officials of one of the capital’s medical institutions, obtained a certificate about an alleged serious illness, due to which he was supposedly treated as an inpatient. The established fictitious diagnosis allowed him to receive a 3rd group disability, which subsequently helped him avoid conscription and receive social guarantees from the state. The investigation found that the official illegally received over 100,000 hryvnias in social benefits during 2023-2025.
Investigators informed the suspect of the suspicion of fraud (Part 2 of Article 190 of the Criminal Code of Ukraine). The established fictitious disability group was canceled. The perpetrator faces up to three years of imprisonment.
The investigation was conducted by the investigators of the Main Directorate of the Kyiv Police together with employees of the SSU in Kyiv and Kyiv Region, under the procedural guidance of the Kyiv City Prosecutor’s Office.
Law enforcement is identifying other individuals who may be involved in the alleged illegal scheme.
