The war has "reached a deadlock," stated former Commander-in-Chief Zaluzhnyi at the Ukraine - UK Defence Technologies Forum organized by RUSI.
He believes that the development of technology has completely changed the nature of war, rendering old types of weapons ineffective: due to the advancement of electronic warfare, the effectiveness of expensive missiles and precision projectiles is "reduced to zero," and the large number of visual reconnaissance means and combat drones has changed tactics and operational art.
"At the operational level, the war has completely reached a stalemate. Deep maneuvers or strikes at operational depth have become impossible. This is largely due to the ongoing confrontation between unmanned systems, on one hand, and electronic warfare and air defence systems, on the other. Thus, classic offensive operations and actions have not only lost their effectiveness but have also become practically suicidal," claims Zaluzhnyi.
According to him, over time, even the offensive actions of small, highly mobile, and technologically equipped tactical groups, tightly coordinated with situational awareness systems, support, electronic warfare, and air defence, have lost their effectiveness.
