Zelenskyy signed the law on the ratification of the agreement on subsoil
President Volodymyr Zelenskyy has ratified the law on the agreement between the governments of Ukraine and the USA regarding rare earth metals (bill No. 0309).
The agreement for the creation of the American-Ukrainian Investment Fund is indefinite, establishing that Ukraine will invest a portion of the revenues from new rental and license payments into its economy.
Previously, Prime Minister Denys Shmyhal presented the main provisions of the document:
The fund will be established on equal terms – with 50% participation from each party and equal voting rights.
Ukraine retains full control over its subsoil, infrastructure, and natural resources.
The agreement does not include any debt obligations – it solely concerns investments, not loans.
The fund will invest in projects and secure commercial purchases on a "take-or-pay" basis.
The document also does not create obstacles for Ukraine’s future accession to the European Union.
