Ukraine’s Foreign Minister Andriy Sybiha summarized Ukraine’s official conclusions following the second meeting in Istanbul.

He wrote about this on the social network X.

“Russia did not respond to our document that outlined Ukraine’s vision for ending the war. We sent it in advance of the meeting. During the meeting, our delegation asked the Russians for their thoughts. They did not provide any response. Neither during the meeting nor after it,” the minister emphasized.

According to Sybiha, Ukraine demands a response from Russia: “Every day of silence on their part demonstrates their desire to continue the war.”

“Instead of responding to our constructive proposals in Istanbul, the Russian side put forward a set of old ultimatums that do not bring true peace closer. This contradicts Russia’s previous promises, particularly those made to the United States, that it would propose something realistic and actionable in Istanbul this week,” he wrote.

Sybiha noted that due to the lack of a constructive approach from Russia, “the Istanbul format has turned into meetings about exchanging prisoners of war.”

“We welcome progress in this area, but much more substantial results could have been achieved in all areas if the Russians had reciprocated Ukraine’s constructiveness.

Russia still rejects any meaningful ceasefire formats. This is sufficient grounds for our partners to impose new sanctions against Russia now.

We must put an end to the killings. And if the current meetings do not yield such a result and do not contribute to achieving peace, it is becoming increasingly clear that a meeting of leaders is necessary,” the minister concluded.
