Ten days after successful Ukrainian drone attacks on Russian military airfields, Russian President Vladimir Putin issued another series of nuclear threats and instructed his military command to significantly increase the combat capabilities of the ground forces.

During a meeting dedicated to the new state armament program (scheduled for 2027-2036), Putin emphasized the importance of "special attention to the nuclear triad, which has been and remains a guarantee of Russia’s sovereignty".

He also demanded that bases, arsenals, and airfields be prepared in advance for new weapons systems so that they do not have to be deployed "in an open field". Putin criticized the situation when leaders ask to transfer defense spending to other articles: "When they come, not out of a good life, of course, the leaders, and ask to transfer these expenses to other, seemingly more important, articles. But what does it lead to? To the fact that a new weapons system appears, and then they stand in an open field requiring faster modernization and additional expenses for it".

Apart from focusing on nuclear potential, the Russian dictator stated the need to "multiple increase the capabilities of the ground forces", emphasizing that they remain the "dominant force" in modern military actions of any scale. He also instructed the development of the naval fleet.
