
President of Ukraine Volodymyr Zelenskyy is considering major personnel changes in the Cabinet of Ministers.
This is stated in the RBC-Ukraine article "Will Zelenskyy dismiss Shmyhal? Why Ukraine is talking about Government change again".
As reported by RBC-Ukraine with reference to its own sources, the decisive factor was a reputational crisis related to the scandal surrounding Deputy Prime Minister Oleksiy Chernyshov. He managed to avoid criminal prosecution, but the President’s Office believes this case has significantly damaged the image of the central government. Therefore, the fate of Chernyshov himself and probably his ministry is already decided.
"There is indeed some tension. And these rumors of dismissals not only of Shmyhal but also other ministers do not contribute to the government’s work. However, it is unlikely that we will have any specifics before mid-July. The prime minister will not be dismissed before the recovery conference, and then no one can guarantee anything," one government official speculates during a conversation with the publication.
Who is "on the way out"
According to sources, among the potential candidates for dismissal:
Oksen Lisovyi, Minister of Education - due to insufficient results and complaints from deputies;
Oksana Zholnovych, Minister of Social Policy - also due to criticism directed at her;
Viktor Lyashko, Minister of Health - reportedly ready to resign after 4 years in office;
Matviy Bidnyi, Minister of Youth and Sports - his future remains uncertain;
Nataliнa Kalmykova, Minister for Veterans Affairs - the authorities doubt her effectiveness but also do not see who can be appointed in her place.
Possible new appointments
In the event of Prime Minister Denys Shmyhal’s resignation, the main candidate to replace him remains Yuliya Svyrydenko, who is currently heading the Ministry of Economy.

Additionally, according to RBC-Ukraine, there is a discussion about transferring Interior Minister Ihor Klymenko to the position of Deputy Prime Minister.
What about Umyerov
Despite recent rumors, the issue of replacing Defence Minister Rustem Umyerov is currently not being considered. At the same time, sources confirm that earlier the idea of transferring him to the position of Ukraine’s ambassador to the USA was considered, but this idea has already been abandoned.
