The Verkhovna Rada wants to allow men under 24 to travel abroad

A draft law has been registered in the Verkhovna Rada, proposing to lift the ban on leaving the country for conscripts and persons liable for military service who are not subject to conscription in the current and following years due to not having reached the age of 25.

This is reported by the Judicial-Legal Newspaper.

The draft law in question is No. 13685.

"As noted by the deputies, there is currently a restriction on the right to leave the country for men liable for military service and conscripts aged 18 to 60. At the same time, according to the law on mobilization, persons liable for military service under the age of 25 who have completed basic general military training or basic military service are not subject to conscription. Similarly, there is no provision for conscripting men aged 17 to 25. Thus, citizens belonging to this category, although they cannot be conscripted, are also unable to leave Ukraine," the publication writes.

Parliamentarians noted that a large number of men aged 18 to 25 who work or study abroad have not been able to return to their families in Ukraine for over 3 years, as due to the imposed restrictions, they would not be able to leave Ukraine again.

"Moreover, some families deliberately send their 17-year-old children abroad, understanding that after reaching the age of 18, leaving the country will become impossible. There is also an increase in the number of high school students leaving abroad to continue their education in secondary educational institutions.

Thus, the existence of a ban on free movement across the state border of Ukraine for male citizens of Ukraine aged 18 to 25 creates significant obstacles for young people to return to Ukraine and causes difficulties in maintaining ties with relatives and their Homeland," they added.

Therefore, the MPs propose not to impose a temporary restriction on the right to leave Ukraine for conscripts and persons liable for military service who are not subject to conscription for military service during mobilization in the current and following years due to not having reached the age for conscription during mobilization.
