
The government has approved the draft state budget of Ukraine for 2026. It will be submitted to the Verkhovna Rada for consideration.
This was announced by Ukraine’s Prime Minister Yuliya Svyrydenko on Telegram.
The draft state budget for 2026 includes expenditures of 4.8 trillion UAH, which is 415 billion UAH more than in 2025. Revenues are projected at 2.83 trillion UAH (+18.8% compared to 2025), with the deficit expected to reach 18.4% of GDP. The need for external financing will amount to 2.08 trillion UAH.
The priority of the document remains the security and defense sector, with 2.8 trillion UAH (27.2% of GDP) allocated for it. In particular, at least 44.3 billion UAH will be directed towards the production of Ukrainian ammunition, missiles, air defense systems, aviation, and armored vehicles.
Other key areas include:
Total regional revenues will amount to 871.9 billion UAH, and inter-budget transfers will be 289.3 billion UAH.
As previously noted by the Ministry of Finance, the priority of the 2026 state budget remains funding for the security and defense sector. Expenditures will be at least at the level of 2025.
At the same time, the preliminary estimated volume of financial resources for local budgets in 2026 is set at the level of 2025 indicators, taking into account projected growth.
