PACE supported the creation of an International Commission for compensation to Ukraine for Russian aggression

The Parliamentary Assembly of the Council of Europe (PACE) has supported the draft convention on the establishment of an International Commission to address Ukraine’s claims. It will resolve issues of compensation for Ukrainians for damages caused by Russian aggression.

This was reported by the Council of Europe.

The corresponding resolution was adopted unanimously.

The International Commission will operate within the framework of the Council of Europe, reviewing, assessing, and making decisions on claims for compensation for damages, losses, or injuries caused by the actions of the Russian Federation on the territory of Ukraine or against Ukraine, as well as determining the amount of compensation, according to the explanations provided by the Council of Europe.

Part of the International Commission will also be the Register of Damages, which has already been launched and has received tens of thousands of applications from affected Ukrainians.

When will the commission start working

The current vote in PACE is not the final stage in the creation of the International Commission. The final decision is to be made by the Committee of Ministers of the Council of Europe in October, and in December this year, at a diplomatic conference in The Hague, the convention will be opened for signature by willing countries, not only from Europe.

The convention will enter into force after at least 25 countries worldwide ratify it and the necessary funding for its operation is secured.

PACE, in its decision, separately emphasized the need for adequate funding that could ensure real compensation for Ukrainians affected by the war.

"The Assembly regrets that the draft convention does not provide for clearer regulation of the funding of compensation payments, as well as their implementation and disbursement," the PACE decision states.

At the same time, the explanations from the Council of Europe note that the creation of a compensation fund, from which compensations will be paid, still needs to be discussed.

"Interested parties continue to seek possible sources of funding for the compensation that will be determined and awarded by the International Commission," the explanations state.
