Major of the State Border Guard Service Yuriy Kasyanov stated that the effectiveness of his unit’s work in 2025 has decreased due to interference from the leadership of the SBGS itself, which allegedly hindered the planning and execution of combat operations.
He reported this in a comment to "Radio Svoboda."
According to Kasyanov, his unit repeatedly submitted documented evidence of combat results not only to the SBGS but also to the General Staff of the Armed Forces of Ukraine. At the same time, he refuted claims about the lack of evidence of striking Russian military targets, calling such statements "delirium and lies."
The officer explained that some combat operations, coordinated with the General Staff and approved by relevant orders, were altered at the SBGS level.
"They were replaced with other orders — often with different coordinates and targets that were not suitable for our aircraft," — he noted.
Kasyanov emphasized that such decisions nullified the combat feasibility of using drones.
"What is the point of striking with our aircraft, which has a small warhead and high precision, not at enemy aircraft, not at air defense systems, not at powerful factories, but at concrete bunkers?" — the officer remarked. In his opinion, such orders led to a wasteful expenditure of resources.
The major added that the unit’s work slowed down because, since March 2025, drones were not being produced for them at state expense, and their procurement was supported solely by volunteers.
Later, Kasyanov published a report on the results of UAV strikes on Russia, including the Moscow region, from January to August 2025. In particular, his unit used 311 assets, resulting in losses to the enemy exceeding 131 million dollars, while Ukraine’s costs amounted to only about 1.5 million dollars. In Moscow alone, losses were recorded at over 122 million dollars, including expenses for air defense operations, airport shutdowns, restoration of damaged infrastructure, and mobile communications.
According to his information, in addition to direct economic losses, the attacks deplete the Russian air defence system, disrupt logistics, and most importantly — create a psychological effect. Moscow residents increasingly face a sense of danger, falling debris in residential areas, and distrust in their own defense systems. According to calculations, every dollar spent by Ukraine on UAVs forces Russia to lose over 88 dollars.
