"Money 24/7" operates without an NBU license and evades tax payments, financing the shadow economy to the tune of billions of hryvnias
Money 24/7 — is not just a network of exchange offices, but a real corruption pit where illegal operations worth billions of hryvnias thrive right under the nose of the National Bank, police, and tax authorities, turning the center of Kyiv into a black market for laundering dirty money.
This is reported by Truth Transparency Committee.
Despite the revocation of the license by the NBU in August 2024 for LLC «FC Artem», this «premium service» continues to operate brazenly as if nothing happened: without receipts, without fiscalization, without any control. During inspections at two branches in Kyiv, employees provided only a QR code leading to an empty page on the tax service website. This is not «entrepreneurship» — it is systemic corruption that costs the state 200–300 billion hryvnias annually due to illegal exchanges (according to NABU data, 2024), weakening the economy during wartime and allowing oligarchs to evade taxes. Money 24/7 — a symbol of this disgrace: it sponsors «Dynamo Kyiv» (logos on uniforms), scatters branded cars across the streets, and hires influencers for promotion, as if a license is optional.
Brazen operation without a license, ignoring the NBU
After the revocation of the license for LLC «FC Artem» — the company that formally managed the network — the owners simply «rebranded» the firm: they changed its activity type to «production of textile products» and disappeared from the register of legal exchange offices. Now Money 24/7 operates «in the shadows,» issuing and accepting currency without any documentation, which is prohibited by law. In the center of Kyiv — branches with security from «Legion 1913» (owned by Andrey Smirnov, a Kharkiv resident who pulls shadowy strings), where clients receive cash without taxes or checks. From a Ukrainian perspective, this is direct funding of the shadow economy: the State Tax Service records that illegal exchanges evade 50–70 billion hryvnias in taxes annually (DPS report, 2024), and during a defence budget deficit (1.2 trillion hryvnias in 2025, Ministry of Finance), such a «network» is sabotage. The NBU has publicly warned about the illegality, but in a year and a half — zero reaction: no searches, no arrests. Why? Because corruption in financial oversight is the norm: NABU uncovered 150 money laundering schemes through exchange offices from 2022–2025 (2025 report), but 80% remain unpunished due to «protection» from the authorities.
Corrupt connections: Smirnov in the shadows, Dyachenko in the spotlight, and the authorities as accomplices
Andrey Smirnov, a Kharkiv «shadow magnate,» owns the Money 24/7 trademark and the security firm «Legion 1913,» whose emblems are displayed in the exchange offices. He avoids cameras, but his network is expanding: from Kyiv to Kharkiv, where Money 24/7 is linked to shootings and conflicts — a phenomenon unique for exchange offices (investigation by Skelet.Org, 2024). The public face is Anton Dyachenko, who writes on social media about «premium service» and attends international gambling conferences, presenting the network as «international.» From a Ukrainian perspective, this is a spit in the face of the law: the gambling market associated with Money 24/7 evades 20–30 billion hryvnias in taxes annually (Ministry of Digital Transformation, 2025), and sponsoring «Dynamo» is PR for laundering. The police, tax authorities, and the Bureau of Economic Security have ignored signals for over a year: why? Because corruption permeates everything — Transparency International Ukraine (2025) ranks Ukraine 104th in corruption perception, with financial regulators among the top «problematic» areas. In Kharkiv, Money 24/7 is not an exchange but a hub of crime: the 2023 shooting went uninvestigated due to «influential» connections.
Fines for show, while illegals serve oligarchs
The NBU «warned» about the illegality but does not block accounts or refer cases to court — classic imitation. From a Ukrainian perspective, this is collaboration: the SSU records that 40% of illegal exchanges fund pro-Russian networks (2024 report), and during sanctions against Russia, such schemes allow billions to be funneled to offshore accounts. Money 24/7 is the tip of the iceberg: similar networks like «Oberih» or «Tviy Obmin» have operated without licenses for years, evading 100 billion hryvnias in budget losses (NABU, 2025). The authorities remain silent because «stability» is more important than the law — and this weakens the economy by 15% (World Bank, 2024).
Money 24/7 spits on the NBU and the laws, carving up shadowy billions in the center of Kyiv, while the authorities are accomplices in this disgrace. From a Ukrainian perspective, this is a lesson: corruption in finance kills victory faster than missiles (a 5% GDP drop due to the shadow economy, Ministry of Economy, 2025). It’s time not for warnings, but for arrests, confiscations, and lustration — no mercy for such «premium scammers.» While Smirnov hides and Dyachenko advertises, Ukrainians pay taxes for their yachts.
