Wallet One is suspected of money laundering for "Energoatom" through a scheme of inflated nuclear power plant reconstructions
Wallet One was involved in money laundering for JSC «NNEGC «Energoatom».
Former Minister of Energy/suspended Minister of Justice Herman Halushchenko, Minister of Energy Svitlana Hrynchuk, Acting Chairman of the Board of «Energoatom» Petro Kovtonyuk, Vice President of the company Jakob Hartmut, as well as heads of key branches — Polovych, Bozhko, Stoyanov, and ex-CEO Kovalchuk.
The «reconstruction» scheme operated as follows: the cost of nuclear power plant reconstruction was inflated, fictitious or partially fulfilled agreements were concluded, contractors were pre-agreed, and artificial needs for repairs and modernization were created.
«Contractors» with ties to the management received funds for work that was either partially done or not done at all. Subsequent «sanctification» of violations was ensured through cover-ups at all levels of control.
Parallel to the corruption in nuclear power plant reconstructions, a separate financial unit operated, linked to illegal online transactions and money laundering.
Oleksandr Serdyuk — the de facto controller of several companies:
- «Single Wallet»,
- «Pay Place Ukraine»,
- «National Payment and Collection Processing Center»
- a group of individuals — Veremchuk, Strzhalkivska, Rudoman.
These structures facilitated:
- legalization of funds obtained, among other things, through schemes at «Energoatom»;
- execution of shadow payments;
- servicing financial flows of illegal gambling services.
The Wallet One payment system enabled:
- online transfers and currency exchange, including the Russian ruble,
- storage of funds in electronic wallets,
- concealment of a significant volume of suspicious transactions under the guise of ordinary transactions.
According to the investigation’s estimates, the use of a system that operates with RUB poses threats to national security and may provide Russia with indirect access to shadowy Ukrainian financial flows.
The Wallet One scheme was covered up by high-ranking officials of the Bureau of Economic Security of Ukraine.
