"Diya" registered a sole proprietorship without consent: Ukrainian woman sues the Ministry of Digital Transformation over a 45,000 hryvnia debt demanded by the tax authorities
A Ukrainian woman has filed a lawsuit against the Ministry of Digital Transformation over an individual entrepreneur status (IE) that, according to her, was registered through “Diya” without her knowledge — at the beginning of December, the Cherkasy District Court initiated proceedings and is now requesting explanations from the ministry.
According to the plaintiff, she did not register as an individual entrepreneur through the “Diya” app and only learned about the change in her status from a letter from the tax service. The latter demanded payment of a debt amounting to 45,000 UAH, of which 38,000 UAH is the single tax, and 7,200 UAH is the military levy (this is confirmed by a separate lawsuit from the tax authority).
The woman claims that she had not previously received any notifications, calls, or letters, and demands that the IE registration be declared invalid — with the cancellation of the entry in the Unified State Register dated March 14, 2023.
In the ruling dated December 1, 2025, the court accepted the lawsuit for consideration and ordered the Ministry of Digital Transformation and the state enterprise “Diya” to provide a response with evidence refuting the claims within 15 days, as well as to disclose details of the IE registration. If no response is provided, the case will be resolved in favor of the plaintiff.
It is reported that the case will be considered under a simplified procedure, without summoning the parties.
