Missing declarations and "toilet schemes": what is known about Klychko’s associate Andriy Strannikov, who got into a property scandal
Kyiv City Council Deputy Andriy Strannikov has found himself at the center of a high-profile scandal due to allegations of illegally residing in someone else’s house for many years.
Kyiv City Council Deputy and one of Mayor Klychko’s close associates from the "UDAR" party, Andriy Strannikov, has come under the scrutiny of the analytical team at StopCor due to a recent scandal. Specifically, Kyiv resident Halyna Babenko revealed that since 2018, Strannikov has been living with his partner in her house on Kobzarska Street.
According to the woman, there was a rental agreement between the parties, but it expired long ago. Despite this, the occupants have refused to move out.
The owner claims that for a long time, she has been denied free access to her own home, and any attempts to resolve the situation have resulted in pressure and threats. She states that the police have been called multiple times, but no real action has been taken by law enforcement. All appeals, she says, have ended in formal inspections with no results.
To verify this information, the media sent written requests to the National Agency on Corruption Prevention (NACP), Kyiv City State Administration (KCSA), and Kyiv Mayor Vitaliy Klychko.
While awaiting a response, we decided to take a look at Deputy Strannikov’s official declaration and analyze it. However, the editorial team encountered a "surprise" as Andriy Mykolayovych’s declarations were found to be missing from the NACP website.

Although, according to data from Politeka, back in 2018, Andriy Strannikov declared real estate properties in Kyiv in his declaration:
- non-residential premises (161 sq.m) and an apartment (83.7 sq.m);
- an apartment (43 sq.m) owned by the deputy’s mother; two apartments owned by Andriy’s wife (38.6 sq.m and 53 sq.m);
- an apartment owned by his brother (84.5 sq.m). The deputy also declared valuable movable property.
Thus, his mother owns a VAZ car (2011 model), while his brother owns a Nissan Qashqai (2012 model). In 2018, Strannikov rented out premises to LLC "NEW LOGIC," which brought in a profit of 291,000 UAH. His salary from his main place of work amounted to 804,129 UAH. The deputy keeps 315,000 USD and 3,125,000 UAH in cash.
What else has Andriy Strannikov been notable for in his position?
Andriy Strannikov is a Ukrainian politician and public figure, the first deputy head of the Standing Committee of the Kyiv City Council on Budget and Socio-Economic Development. He was born on July 7, 1975, in Kyiv. He has several higher education degrees: he graduated from Taras Shevchenko National University of Kyiv, the Robert Schuman Institute in Budapest, and completed internships at the European Parliament in Brussels and Strasbourg. He obtained degrees in law, public administration, and psychology. In 2007, he defended his candidate dissertation.
Since the early 1990s, he has been actively involved in public and political activities, worked in youth and international organizations, and was the founder and long-term head of the All-Ukrainian NGO "Institute of Political Education." He held leadership positions in executive bodies, including as deputy head of the Darnytsia District State Administration and deputy head of the State Architectural and Construction Inspection.
He has been repeatedly elected as a deputy of the Kyiv City Council, led and co-led deputy factions, and from 2015 to 2020, he headed the "Solidarity" faction. In 2020, he was re-elected as a deputy of the Kyiv City Council from the "UDAR of Vitaliy Klychko" party.
In 2013, according to data from LB.ua, Strannikov was linked to the company "Telbin Iva," which was involved in a scandal over the development of a park on Bereznyaky at 6a Serafymovycha Street. At that time, the developer wanted to build a shopping center on the site, while Kyiv residents stood guard in the park for weeks to protect it from construction and attacks by "titushky" (hired thugs).
As noted by analysts at the political hub "Chesno" in their report, the real owners of LLC "Telbin IVA" are now hidden behind Belizean offshore companies, and Strannikov has distanced himself from the company. Ultimately, this year, a park was opened at the site of the controversial development, and Strannikov is making significant efforts to clean up his reputation. To this end, he even established the NGO "Our Home Bereznyaky" and a local newspaper of the same name.
Media also reported that during his time as a deputy in the 4th convocation of the Kyiv City Council (2002-2006), Strannikov was one of the co-founders of several other construction companies, though these firms are now officially owned by other individuals.
According to data from "Chesno," in 2025, the deputy voted "in favor" of 80% of the so-called "toilet schemes" – corrupt land allocations.
