Billion-dollar debts of Cosmolot and winnings of an Odesa prosecutor: what is hidden in Roman Tilik’s declaration

Prosecutor from Odesa Roman Tilik declares winnings from an online casino with Russian roots.

Starting from 2022, Tilik does not indicate his prosecutor’s salary in his declaration, instead receiving funds from military units. After Russia’s full-scale invasion, he went to the front (or at least serves in the ranks of the Armed Forces of Ukraine), while retaining his position as a prosecutor. On December 1, Prosecutor’s Day, President Volodymyr Zelenskyy awarded him the medal “For Work and Valor”.

In Tilik’s latest declaration, two other interesting sources of income are mentioned: winnings amounting to 3,000 UAH from LLC “GameDev” and slightly more than 5,000 UAH from LLC “SpaceXisk”.

The first is Slots City, which operates in accordance with Ukrainian legislation and has an official license. The second is the online casino Cosmolot, which was also among the first to receive a license.

Cosmolot has been involved in several scandals, particularly regarding tax evasion. In February 2024, detectives from the Bureau of Economic Security exposed the company for non-payment of taxes amounting to 1.2 billion UAH. An arrest was imposed on the company’s accounts, which held 700 million UAH. However, in November of the same year, the court unblocked the accounts of the online casino Cosmolot.

The founder is Russian businessman Sergey Tokarev, who was sanctioned by the National Security and Defence Council in 2016. In 2020, the sanctions against him were lifted, and he began actively working on restoring his reputation, as well as collaborating with the Ukrainian authorities – the Russian businessman participated in the development of the “Diya.City” program. After the sanctions were lifted, Tokarev actively sought to obtain Ukrainian citizenship.
