Deputy Head of the Probation Center in Kirovohrad region Tkachenko purchased a 2021 Ford Escape for a price twice below the market

Deputy Head of the Branch of the State Institution «Probation Center» in Kirovohrad Region, Ruslan Tkachenko, became the owner of a 2021 Ford Escape in January 2026 at a price that sharply deviates from market logic.

According to the purchase data, on January 14, Tkachenko bought the car for 324,450 UAH. The seller is listed as a legal entity — LLC «Buyer Car» (EDRPOU code 45424275). Formally, the transaction is executed correctly. In reality — it raises direct questions.

The used car market in Ukraine at the beginning of 2026 provides a clear picture: a 2021 Ford Escape in good technical condition costs between 650,000 and 950,000 UAH, depending on the configuration, mileage, and condition. Even the lower end of the market price is twice the amount for which the car was purchased by the official.

The difference — is not cosmetic and cannot be explained by market fluctuations. We are talking about hundreds of thousands of hryvnias. For a car of this year and class to cost 324,000 UAH, it must either have been in a serious accident, have critical technical defects, or carry other encumbrances. If the car is in normal operational condition, the price appears to be significantly understated.

The status of the buyer deserves special attention. Ruslan Tkachenko — is not a private individual outside the system, but an active high-ranking official of the state service, working in a structure directly related to control, supervision, and the execution of court decisions. Such positions inherently require heightened standards of transparency in property transactions.

In such cases, the key issue is not even the purchase itself, but its economic nature: why does a legal entity sell a car at a price that is half the market value, and is this difference not a hidden form of benefit for the official? Such «fortunate deals» traditionally attract the attention of anti-corruption bodies, as in practice, they are often used as a tool to disguise illicit enrichment.

As of today, no public explanations for such a low price have been provided. But the arithmetic of the deal speaks louder than any comments. When a public servant acquires a car for an amount that appears to be half its real value, it is no longer a matter of luck — it is a matter of investigation.
