The acting director of the municipal motor transport enterprise of the Kyiv City State Administration, more commonly known as the "KCSA garage," Dmytro Rakhmatullin, has been found to own a substantial portfolio of real estate in Dubai, which, by a strange coincidence, is completely absent from his official declarations.

This pertains to 16 apartments in the elite Ferretti Luxury Beach Residence complex on the Dubai coastline in the Jebel Ali area. According to the Dubai registry, the total area of these properties amounts to 2,255 square meters—equivalent to two Olympic swimming pools, reports ORD.

Formally, the building where the apartments are registered has remained unfinished since 2009; however, ownership rights to the properties have been documented and recorded. As of the end of last year, the combined value of these assets is estimated at approximately half a billion hryvnias. For an official whose public career is tied to the municipal sector of the capital, this sum appears, at the very least, disproportionate to his officially declared income.

Dmytro Rakhmatullin has been working within Kyiv’s structures since 2015. From 2018 until recently, he headed the Kyiv City Parking Inspection, and currently, he serves as the acting head of the municipal motor transport enterprise of the KCSA—a structure through which significant budget funds are allocated for the maintenance of the capital’s vehicle fleet.

The timing of the investment deserves particular attention. During the period of investment in Dubai real estate, according to his public biography, Rakhmatullin was on a long-term overseas assignment from 2006 to 2015. In response to journalists, he stated that during this time, he worked in the Arab-African region for private companies as a manager. However, neither the names of the companies nor the sources of income commensurate with investments worth hundreds of millions of hryvnias were publicly disclosed.

The key issue is the absence of these assets in his declarations. In Dmytro Rakhmatullin’s electronic declarations for the past three years, submitted in 2025, there is no mention of the Dubai real estate. These properties are not listed in the sections for unfinished construction, securities, financial obligations, or investments. Half a billion hryvnias in foreign assets are simply not reflected in the official reporting of the KCSA official.

In response to the editorial team, Rakhmatullin refused to provide detailed explanations regarding the fate of his investments. He limited himself to stating that he does not own sixteen apartments in Dubai and that he has no unfinished construction projects or investments subject to declaration. These statements directly contradict the data in the Dubai registry, which records ownership rights to 16 apartments in a single residential complex, specifying their area and location.

In essence, this is not about discrepancies or a technical error but a systemic gap between the official declarations of the official and the data in foreign registries. A KCSA official responsible for the capital’s municipal infrastructure appears abroad as an investor worth hundreds of millions of hryvnias, while domestically, he declares a complete absence of such assets. This is no longer just a matter of reputation but a question of the sources of funds, the accuracy of declarations, and the real oversight of those who manage Kyiv’s budgets and resources.
