
"You keep a large share for yourself."
The SAPO and NABU have announced suspicion against the former head of the State Border Guard Service of Ukraine, Serhiy Deyneko, under Part 4 of Article 27 and Part 4 of Article 368 of the Criminal Code of Ukraine. Similar suspicions were issued to the head of the checkpoint department ("Tisa") and a former border guard.
In 2023, with the assistance of border guards (led by Deyneko), a group of individuals organized the illegal transportation of cigarettes to EU countries. For their illegal activities, they used minibuses registered in the Czech Republic and Austria, equipped with special license plates resembling diplomatic ones. The passengers were holders of diplomatic passports — family members of Ukrainian diplomats in Europe. This allowed them to avoid vehicle inspections by border and customs services of EU countries.
Between July and November 2023, border guards received approximately 204,000 euros in illicit benefits for allowing the passage of 68 vehicles (3,000 euros per vehicle).
The investigation established that the State Border Guard Service officials had previously served together with diplomats whose relatives later became participants in this scheme.
